  • Global Citizenship Education as a Sustainable Development course: My first class

    Claudia2Considering Sustainable Development as the program of study, the major, perhaps the end goal; let's look at Global Citizenship Education as the required course and the Sustainable Development Goals (SDGs) as the elective ones.

    On 3 October, I attended my first ‘class’ on Global Citizenship Education. It was held at the lavishly elegant Les Atéliers des Tanneurs, in Brussels, and wAas conducted by Bridge 47, a network of experts on the seventh target of the fourth Sustainable Development Goal, quality education. The classroom was filled with minds from different points of the world thirsty for knowledge. I did wish it was a little more culturally diverse; nonetheless, I loved that from the very beginning I felt inspired. From The Leap Manifesto, Maya Menezes opened the meeting with a simple sounding yet highly potent line that left me thinking ‘til the end. In her words, to change everything we need everyone. I held that in the muddle of my mind as I lived through that remarkable experience.

    As we continued “unlocking the power of 4.7.” and deciphering the role of “Global Citizenship Education in achieving sustainable development” I was thinking about the most impactful way to deliver my own presentation. Yes! On the very first day of class I already had a presentation due. Being placed under the “changemakers” session was a responsibility I did not take lightly. I went in insisting on delivering nothing less than a true “story of impact”. I had an idea of what I wanted to say; however, as I got to observe the room and listen to all of those brilliant minds, that idea started conflicting with the question I had during my preparations: What exactly is ‘Global Citizenship Education’ and why does it matter to me as educator, humanitarian and as citizen of a country that barely knows the SDGs?

  • GLOBAL GOVERNANCE: ‘A system that embraces diversity and inclusion is more legitimate’

    MarcLimon.pngCIVICUS speaks with Marc Limon, Executive Director of the Universal Rights Group and former diplomat at the United Nations (UN) Human Rights Council, about the deficits of the global governance system and proposals for reform.

    Based in Geneva, Switzerland, theUniversal Rights Group is the only think tank in the world that focuses exclusively on global human rights policy.

     

    What are the main challenges with the global governance system, and what are the Universal Rights Group’s proposals to tackle them?

    A primary deficit in the global governance system is the inadequate representation of developing countries, particularly those in the global south. Despite the majority of UN member states being developing nations, there is a prevalent feeling that their needs and views are not being considered. Many feel that the system has been shaped by western powers to serve their own interests, further contributing to this perceived lack of inclusivity.

    To foster greater inclusivity, the UN Human Rights Council has established a Trust Fund to encourage participation in its sessions by developing countries, particularly from small island developing states and least developed countries. These are countries that don’t have missions in Geneva and may have never attended a Council session in the past. Thanks to economic support granted by this fund, officials from these countries can travel to Geneva and participate in the Council’s sessions.

    The Universal Rights Group supports this initiative by helping these countries with capacity development, facilitating their participation in Council meetings and eventually encouraging them to establish a mission in Geneva or consider running for a Council seat. By doing so, we aim to contribute to creating a more inclusive system, ensuring that developing countries are involved to the decision-making process.

    What would a more robust, effective, and democratic global governance system look like?

    For the global governance system to be more robust, effective and democratic, the three UN pillars – security, development and human rights – should have equal importance. Today, a lot of emphasis and funding are placed on the security and development pillars, while the human rights pillar is underfunded and under-resourced. While the UN Security Council and the UN Economic and Social Council are primary UN bodies, the Council remains a subsidiary one.

    Participation by developing countries should be increased across all three pillars as well as in other international organisations such as the International Monetary Fund and the World Bank. This would create ownership among developing nations. But this would require, for instance, Security Council reform. Its current configuration, with its five permanent members reflecting post-Second World War power relations, is outdated, as seen in the exclusion of powerful developing countries such as Brazil and South Africa.

    The call for diversity and inclusion extends beyond structural reforms to staffing of UN agencies. At the Office of the Higher Commissioner of Human Rights, for instance, half of staff are from western states, with Africa and Asia greatly underrepresented. It would require concerted efforts to address this kind of imbalance.

    What benefits do you anticipate from a more diverse and inclusive system?

    A system that embraces diversity and inclusion is more legitimate. If developing states are actively involved in the decision-making process, they are less likely to perceive that the system is imposing decisions on them.

    Further, a diverse and inclusive system ensures that the topics discussed are more relevant. By considering a broader range of perspectives, the agenda becomes more responsive to the diverse needs of countries worldwide, making the system more attuned to the realities and challenges faced by a varied international community.

    The bottom line is that inclusion and diversity contribute to a more effective system. Developing countries are more likely to accept and value UN recommendations, particularly on issues such as human rights, when they perceive an equal stake in the system. Having their nationals involved in different UN human rights mechanisms reinforces this sense of equality, making recommendations more credible and impactful. Particularly when it comes to human rights, it is crucial to involve victims and human rights defenders. This is the area of focus of the Universal Rights Group.

    How does the Universal Rights Group involve victims and human rights defenders?

    First, we focus on empowering environmental human rights defenders who are at the forefront of environmental struggles. Rather than relying solely on international environmental law and governmental actions, we recognise the crucial role of individuals and local communities who work tirelessly to protect their environment and advocate against greenhouse gas emissions. We believe that the most effective way to protect the environment is to protect those who protect it.

    We also advocate for victims who seek accountability when states engage in gross and systematic human rights violations. International efforts are often focused on public shaming – on denouncing the actions of these states. But we tend to forget the victims and their rightful claim to remedy and reparations. For this reason, the Universal Rights Group is working to shift the narrative by placing the lives and faces of the victims at the forefront of the Human Rights Council. We aim to have the rights of those affected by human rights abuses recognised and prioritised so that their needs for justice, remedy and reparations are addressed.

    What specific reforms are your organisation campaigning for?

    Our efforts are now focused on the UN General Assembly’s 2021-2026 Review, set to assess whether the Human Rights Council should remain a subsidiary body or become a main body of the UN. This offers a unique opportunity to strengthen the Council and its mechanisms.

    We have also contributed to the UN Development System reform, which places sustainable development at the heart of the UN’s work. Considering that over 90 per cent of targets of the Sustainable Development Goals are grounded in intensive human rights work, this reform integrates human rights into UN development programming. We believe that if countries make progress on human rights, they are, by extension and definition, making progress on sustainable development. That’s why we consider it crucial for the UN to integrate human rights into national-level UN development programming.

  • GLOBAL GOVERNANCE: ‘The Summit of the Future is a once-in-a-generation opportunity to make a difference in people’s lives’

    What’s the purpose of the Summit of the Future planned for September 2024?

    The Summit of the Future, the convening of which had been recommended by the United Nations (UN) Secretary-General, was originally set to be held in 2023, but following somewhat acrimonious negotiations a decision was made to delay it by a year. We witnessed a major diplomatic fault-line between several influential global south countries and a large proportion of the UN membership, caused primarily by the perceived competition between the Summit of the Future and the mid-point Summit for the Sustainable Development Goals (SDG Summit), held in September 2023.

    In particular, Cuba, on behalf of the G77 and China, repeatedly reiterated its lingering concerns that the Summit of the Future’s multiple tracks could divert political attention, financial resources and precious time, particularly for smaller UN missions, from the ‘main priority’ of achieving the 2030 Agenda for Sustainable Development

    This is one significant area where civil society organisations worldwide can help bridge divisions between major groupings of UN member states. Specifically, they can help build the case that while the SDG Summit arrived at a relatively brief high-level political statement acknowledging global governance gaps in need of urgent attention to accelerate progress on the 2030 Agenda, the preparatory process for next year’s Summit of the Future is designed to realise – through well-conceived, politically acceptable and adequately resourced reform proposals – the actual systemic changes needed to fill those gaps.

    This will entail comprehensively tracking the SDG Summit’s identified gaps and ensuring their coverage, backed by sufficient financing and high-level political support – including through concurrent deliberations in the G20, G7 and BRICS+ forums – in the multiple, in-depth instruments to be negotiated for the Summit of the Future, including its main outcome document, the Pact for the Future, and the associated Declaration on Future Generations, Global Digital Compact and New Agenda for Peace. In tangible ways, these instruments will help take forward the 2030 Agenda, the 2015 Paris Climate Agreement and the wider UN agenda.

    What key considerations should policymakers take into account ahead of the Summit?

    While seeking to avoid political minefields that could make working relations between major groupings of UN member states even more toxic, it is critical that in the coming weeks and months, all member states begin to coalesce around a select number of ambitious, high-impact global governance innovations that will constitute the chief legacy of the Summit. Otherwise, what’s the point of holding it, let alone the UN75 Declaration and the Secretary-General’s Our Common Agenda that preceded it?

    The UN 60 Summit held in 2005 was the last time the need for improvements across the entire UN system was reviewed in a single intergovernmental summit. Although governments came up short in high-profile areas such as Security Council reform and disarmament, there were three major achievements: the creation of the new UN peacebuilding architecture, which included the Peacebuilding Commission, Fund and Support Office; the adoption of the Responsibility to Protect principle; and the upgrade of an enfeebled Human Rights Commission into an empowered Human Rights Council with new tools for safeguarding human rights, such as the widely acclaimed Universal Periodic Review.

    What would a successful Summit of the Future look like?

    Five big-ticket reforms, one for each of the Pact for the Future’s five agreed chapter headings, would help ensure a legacy worthy of UN75 that addresses today’s toughest global challenges.

    In the area of sustainable development and financing for development, the convening of a biennial UN-G20+ Summit for the Global Economy would help foster socioeconomic recovery from the pandemic, mitigate and manage cross-border shocks and address rising global inequality. Such global economic convening would push the leaders of the G20 and heads of the international financial institutions and World Trade Organization to join all 193 UN member states and the Secretary-General for the General Assembly’s annual high-level week – in which the participation of influential countries at the highest level has waned.

    In the area of international peace and security, a major reform would be the upgrade of the UN Peacebuilding Commission to an empowered Peacebuilding Council equipped to prevent conflict and build just and durable peace after protracted violent conflicts. Crucially, this would involve an expanded mandate to enhance peacebuilding policy development, coordination, resource mobilisation and conflict prevention efforts in countries and regions not directly addressed by the Security Council.

    In the area of science, technology and innovation and digital cooperation, it would be key to establish an International Artificial Intelligence (AI) Agency to advance the core principles of safety, sustainability, and inclusion through effective global governance to harness the potential of artificial intelligence and other cyber-technologies for humanity. Specifically, the new agency would improve visibility, advocacy and resource mobilisation for global AI regulatory efforts and provide thought leadership and help to implement General Assembly and Security Council AI and cyber-technology initiatives.

    Regarding young people and future generations, the focus should be on establishing an Earth Stewardship Council (ESC) for improved governance of the global commons, as well as a new Special Envoy for Future Generations, to better carry out together the Declaration on Future Generations now being negotiated. To ensure member states’ adherence to their declaration commitments, the ESC could conduct an annual Future Generations Review.

    Finally, the transformation of global governance could be achieved through reform of the global economic and financial architecture to allow for greater stability and sustainable progress. Among the most urgent changes needed is the strengthening of the global debt architecture through, for example, debt-for-nature-swaps and a representative sovereign debt authority to aid indebted countries in restructuring. There’s also an urgent need to repurpose multilateral development banks by expanding their lending capacity by more than US$100 billion, reforming voting rights and decision-making rules, instituting new measures to de-risk investments to further unleash private capital and issuing the International Monetary Fund’s Special Drawing Rights more regularly and at greater scale to finance critical global public goods.

    What pitfalls should the international community watch out for in the run up to the Summit?

    As noted earlier, a major diplomatic fault-line has opened between several influential global south countries and a large proportion of the UN’s membership, the Secretariat and many civil society groups.

    Despite a well-conceived and carefully consulted ‘roadmap’ by the summit’s co-facilitators, the permanent representatives to the UN of Germany and Namibia, and 11 carefully crafted policy briefs by the Executive Office of the Secretary-General, the current approach to Summit preparation involving consultations with member states and other stakeholders has been disappointing.

    Being excessively process-oriented, for most of last year it focused on determining the precise number of intergovernmental negotiating tracks and the degree of ambition within each track, risking delays to substantive work on the Pact for the Future and related instruments.

    Long-overdue discussions on substance are urgently needed to improve the methods and institutions that will enable the UN to face an expansive and critical agenda that runs across its three pillars – peace and security, sustainable development and human rights. Their absence is keeping the international community from achieving the UN we need for the future we want, as the UN75 Report put it.

    How can civil society engage with the Summit?

    As in past UN summits, the active, well-informed and independent contributions of diverse partners from across civil society worldwide, including advocates from civil society organisations, community-based leaders, regional and country-level practitioners, scholars, policy analysts and faith community leaders, are critical to a successful outcome. As well as having innovative ideas and expertise to share, they can help amplify key messages and commitments coming out of government-led negotiations in the weeks and months ahead for the broader public in their countries, mobilising greater support for actions to address global challenges.

    To facilitate further constructive contributions from civil society over the coming months, the Coalition for the UN We Need has encouraged UN missions to consider welcoming at least one individual civil society and one individual youth representative onto their negotiating teams in the months prior to the Summit, as well as to encourage open and accessible intergovernmental meetings for civil society to observe and, on occasion, offer timely substantive inputs. Member states are also encouraged to welcome and facilitate the participation of their national civil society leaders in the 9-10 May UN-Civil Society Forum in Nairobi, Kenya, which the UN Secretariat is planning with the Coalition for the UN We Need and other civil society partners committed to maximising the full potential of the Summit of the Future.

    Through a combination of critical mass, quality ideas, enlightened global leadership and deft multilateral diplomacy, civil society can team up with champion governments, alongside dynamic leaders in global and regional institutions, to ensure that this literally once-in-a-generation Summit of the Future makes a meaningful difference in people’s lives. Together, governments and their partners in civil society and multilateral institutions must work quickly and resolutely to leverage this opportunity to realise the future we want and the UN we need for present and future generations.

    How is the Stimson Center working to bring different stakeholders together?

    Since the 2015 report of the Albright-Gambari Commission on Global Security, Justice and Governance, Confronting the Crisis of Global Governance, and the 2021 launch of the Global Governance Innovation Network (GGIN), the Stimson Center has encouraged constructive engagement of diverse stakeholders in civil society, government and the private sector on issues of global governance innovation, and specifically in preparation for the 2024 Summit of the Future.

    Among the GGIN’s primary workstreams, it has facilitated 10 global and regional policy dialogues in the global north and south, including a forthcoming one in Africa, undertakes and commissions policy research, including from female and younger scholars, and coordinates a diverse, global online community of practice including scholars, practitioners and policy advocates.

    The GGIN is also a proud founding partner of the Coalition for the UN We Need, which – along with its predecessor, the UN2020 campaign – provides a global platform to enable greater civil society impact in strengthening the UN system. In 2024, the Coalition will give particular attention to engaging civil society partners in its critical advocacy work to raise the ambition of the Summit of the Future so that it can make the UN system more inclusive, effective and accountable.

  • Groundbreaking tool tracking civic freedoms worldwide to launch 24.10.2016

    The CIVICUS Monitor is a new global platform tracking violations of freedoms of assembly, association and expression in real-time.

    Johannesburg, 18 October 2016 - In light of widespread global restrictions on civil society, CIVICUS is launching a new tool to measure the freedoms that people around the world have to protest, organise and speak out. The tool will go online at 00.01 Central Africa Time (CAT) on 24 October 2016 (UN World Development Information Day).

    The CIVICUS Monitor will rate country respect for civic space in five broad categories from Closed to Open, based on how well they uphold the three fundamental rights that allow citizens to come together and demand change: freedom of association, freedom of peaceful assembly, and freedom of expression. In addition to the 104 country ratings available on launch day, the latest updates on civic space will be available for most countries in the world.

    CIVICUS will also be releasing numbers on which types of violations were most common and the driving forces behind them, based on analysis of more than 200 national-level updates on civic freedoms gathered over the past four months (June – October 2016).

    By signing up to the Sustainable Development Goals last year, world leaders agreed that people must be able to take part in making the decisions that affect their lives, and to ensure access to information (Goal 16). The CIVICUS Monitor will show how the key civic freedoms that should allow for this are coming under sustained assault.

    Ratings are based on a combination of inputs from local civil society advocates, regionally-based research partners and civil society experts, existing assessments, user-generated input and media-monitoring. Local views are prioritised and all users are invited to contribute information on the situation in their countries. The number of countries rated by the CIVICUS Monitor will increase over time and news updates will be added each weekday.

  • High Level Group Reaffirms Commitment to Develop Framework to Fight Poverty

    The panel tasked with advising on the global development agenda beyond 2015, the target date for achieving the anti-poverty targets known as the Millennium Development Goals (MDGs), reaffirmed its commitment to work together on a framework to combat poverty in a High Level Panel Meeting in London. According to a news release, discussion among the Panel members covered human development, jobs and livelihoods, and how to reach the marginalized and excluded. The three-day meeting also allowed Panel members to gather input from international civil society, private sector representatives and global youth, answering Secretary General Ban Ki-moon's call for transparency and inclusiveness in its consultations.

  • How can the post 2015 process drive real change? The political economy of global commitments

    What are the lessons of the Millennium Development Goals process? What has been their impact on aid and on decision making by national governments? This discussion paper seeks to inform the post-2015 debate by examining these questions. It argues that leverage over national governments and civil society involvement will increasingly eclipse leverage on aid as the determining factor of post-2015 success, and discusses how alternative international instruments can achieve such traction. This paper is intended to provoke reflection and debate, and does not represent Oxfam policy positions. It is a working draft, and the authors welcome all comments and suggestions.

  • IDC Report: Women’s Participation Key to Post- 2015 Goal of Ending Extreme Poverty, says Volunteers Overcoming Poverty (VSO)

    VSO today (22 January) welcomed the International Development Select Committee’s new report on post-2015 development goals, particularly one of its key conclusions: that advancing women’s rights is central to development and must be included in the post-2015 framework.


    The International development organisation added that a commitment to tackling gender equality must be a key element of global efforts to end extreme poverty.


    VSO Chief Executive Marg Mayne said: “The IDC is right to urge a post-2015 commitment to ending extreme poverty. But we must recognise that tackling the inequality faced by women and girls worldwide is essential if we are to achieve that goal.

  • Ivana Savić shares her thoughts on Youth participation in the Post-2015 Agenda

    Ivana SavicIvana Savic is a Policy Officer at Change Mob and Founder and Executive Director of the Centre for Human Rights and Development Studies. She serves as a board member to the Youth Advisory Group (YAG) at CIVICUS. Prior to these roles, she served as Junior Advisor at the Gender Equality Department to the Ombudsman of the Republic of Serbia. Since 2009 she served as the representative for the Child Rights Centre in Belgrade, Serbia, which was an Organizing Partner for the Major Group on Children and Youth at the Rio +20 Conference in Brazil last year.

    How have the Millennium Development Goals (MDGs) framework assisted in the development of youth organizations, capacities and livelihoods since its inception in 2000?
    MDGs have been important in advancing the livelihoods and capacities of young people, but also mobilizing young people to be involved in the implementation and progress reporting of the MDGs. However, Beyond 2015 goals should have at least one goal committed to youth and one committed to human development governance, particularly issues pertaining participation in decision making.

    What are some of the key issues facing youth throughout the world today, which should be prioritised in a Post-2015 Agenda?
    People all over the world, especially young people, are faced with increasing environmental degradation, human rights violations and economic crises and those issues should be prioritised in the Post-2015 Agenda. A clean, safe, healthy, adequate and sustainable environment is a prerequisite for life, survival and development. It also bares consequences for the fulfilment of human rights. Unfortunately, however, the environment is not an indefinite resource and its degradation negatively influences human health and life as well as the future and the lives of future generations. Furthermore, human rights, especially rights such as right to life, survival and development, right to adequate standard of living, right to health, right to work and social security, freedom from violence; and also the right to participation should be emphasised in the post MDGs agenda. It would be better to say that protection, fulfilment and advancement of human rights should be a foundation of the Post-2015 Development Agenda. After all, development goals could be perceived as efforts made toward fulfilling the vision of a just, peaceful and sustainable world.

  • Joint letter to UN Member States: Ensure meaningful virtual participation in 2020 review of the SDGs

    Joint letter to United Nations Member States: Ensure meaningful civil society participation in the 2020 virtual High Level Political Forum

    Civil society participation in the United Nations cannot be lost as the world fights COVID-19. This July, 48 Member States are reviewing national progress towards the 17 Sustainable Development Goals.


    Dear Excellencies, 

    We, the undersigned 460 civil society organisations (CSOs) from 115 countries, write to seek your support in ensuring the effective participation of civil society during the upcoming UN High Level Political Forum (HLPF) scheduled for 7-16 July 2020. As the preeminent multistakeholder body responsible for the review and implementation of the Sustainable Development Goals (SDGs), HLPF processes derive strength from the engagement of diverse actors including a broad range of civil society organisations (CSOs) working at various levels. As the HLPF transitions to virtual communication and convening for its July 2020 session due to the global spread of the COVID-19 pandemic, it is essential that all relevant actors, including States and UN agencies, support and devise clear modalities to enable robust virtual civil society participation.

    In response to disruptions caused by COVID-19, a number of Inter-governmental bodies have taken concerted efforts to facilitate extensive virtual participation in official meetings. Inclusive virtual modalities are crucial to supporting international cooperation in the spirit of multilateralism. An enabling environment for all stakeholders to participate that takes into account digital divides is thus crucial. 

    In his “We are all in this Together” statement of 23 April 2020, UN Secretary General António Guterres underlined the importance of promoting and protecting civic space in response to COVID-19. With respect to the SDGs, Secretary General Guterres unequivocally stated that, “Looking ahead, we need to build back better.  The Sustainable Development Goals — which are underpinned by human rights — provide the framework for more inclusive and sustainable economies and societies”. Civil society is key to implementing the SDGs and we must take united action to ensure that the virtual HLPF reflects the broad spectrum of stakeholders who are committed to creating The World We Want. 

    To this end, we urge all states and UN agencies to support the following measures: 

    • Provide an opportunity for at least three Major Group and Other stakeholders to respond to each Voluntary National Review (VNR), one of which should be from civil society.
    • Representatives from national civil society groups voices should be prioritized for inclusion during the HLPF, with adequate representation from regional and international civil society organisations.
    • Written questions should also be presented and answered within a month of the HLPF for those who are unable to ask their question within the given time of the VNR session.
    • All civil society shadow VNR reports should be published on the UN’s official HLPF website. 
    • Ensure side events are inclusive of stakeholder participation, including a wide range of civil society led side online events to be shared in the official programme.

  • Joint statement on critical topics from 37th Session of the UN Human Rights Council

    Our organisations welcome the adoption of the resolution on the promotion and protection of human rights and the implementation of the 2030 Agenda for Sustainable Development, particularly in reaffirming that all approaches to development must comply with the State’s international human rights obligations.

    We agree that “cooperation and dialogue” are important for the promotion and protection of human rights, and that States should fully cooperate with the Council and its mechanisms, and ensure that all stakeholders are able to cooperate and engage with them without fear of reprisals. 

    However, we must now be vigilant to ensure that the resolution on Mutually Beneficial Cooperation, lacking in balance, does not undermine other important parts of the Council’s mandate: to address human rights violations and respond promptly to human rights emergencies in specific countries. 

    The Council has failed to take meaningful action to address the alarming situation on the ground in Cambodia. We welcome and echo the joint statement on Cambodia by over 40 states calling for further action if the situation does not improve in the lead up to the elections and for a briefing by the High Commissioner before the next Council session. We are concerned by Cambodia’s attempt to shut down criticism under item 10 debate on the worsening human rights situation in the country, as they are doing domestically.

    We are disappointed by the weak outcome on Libya. Given the gravity of the human rights situation on the ground and the lack of accountability for crimes under international law, the Council cannot justify the lack of a dedicated monitoring and reporting mechanism. 

    We welcome the co-sponsorship of the Myanmar resolution by groups of States from all regions, making a joint commitment to address the continuing human rights violations and crimes against humanity in the country and support for the Special Rapporteur and Fact-Finding Mission to fulfil its mandate to establish truth and ensure accountability for perpetrators. 

    We also welcome the renewal of the mandate of the Commission on Human Rights in South Sudan allowing it to continue its vital investigations and identification of perpetrators. These developments acknowledge the importance of accountability for serious human rights violations and crimes under international law, which cannot be understated.

    We welcome the adoption of the resolution on drugs and human rights as the OHCHR report will provide human rights indicators related to the drug issue that would help in future policies.

    We welcome the resolution on Eastern Ghouta adopted after an urgent debate, demonstrating how this Council can respond in an agile manner to crises.

    Having long supported the resolution on “protection of human rights while countering terrorism", we appreciate the efforts that led to the end of the separate and deeply flawed initiative on "effects of terrorism on the enjoyment of human rights". Future versions of the resolution must address the relevant issues exclusively and comprehensively from the perspective of the effective protection of human rights. 

    We welcome the Dutch-led joint statement on strengthening the Council, emphasising the importance of substantive civil society participation in any initiative or process and that the Council must be accessible, effective and protective for human rights defenders and rights holders on the ground.

    Finally, we call on the Bureau co-facilitators on improving the efficiency and strengthening the Council to closely engage with all Members and Observers of the Council, human rights defenders and civil society organisations not based in Geneva.

  • Make the post-MDG framework inclusive of persons with disabilities

    The International Disability and Development Consortium (IDDC) and the International Disability Alliance (IDA) have recently drafted a position paper on the post-MDG framework. In the position paper, IDDC and IDA include a number of recommendations to be taken into account in order to create a more equitable and inclusive post-MDG agenda.

  • MDGs: Making your Mark on the Post 2015 Agenda in 2013

    Considering the MDGs deadline was still three years away, 2012 was a surprisingly busy year for the post-2015 agenda. We've seen theUN high-level panel (HLP) formed and its first meetings held in New York and London, alongside a flurry of policy talks and UN consultations on what the world wants from any new goals. Whatever happens in the final negotiations, it's already clear that much of the job to keep this agenda on track will have to happen much sooner – starting now.

    So 2013 is an important year. It's the year the panel submits its recommendations to the UN secretary general, and the year that the finally established Open Working Group on sustainable development goals (SDGs) sets the direction of its work (with a mandate overlapping that of the HLP). It's also the year that the UN will have to wrap up as many as 11 global consultations to gather wider views on the emerging agenda.

    Despite progress we might have made during the MDGs, there clearly remains a big job ahead for post-2015 goals. One which is very different to the one we might have imagined a decade ago when the MDGs were agreed.

  • My Participation in the Bridge 47 Event and its Impact on our Education Program in Palestine

    How the Bridge 47 project relates to our work in Palestine

    Jamil DerbashiMy participation in the Bridge 47 Event in Brussels was one of my most important international meeting involvement in 2018. It focused mainly on the seventh objective of the fourth Sustainable Development Goal as defined by the United Nations for 2020-2030 (SDG4.7). The SDG 4.7 focuses on quality education towards a fair and resilient world (goal 4) and educating people as citizens of the world particularly (objective 7).

    SDG4 is the framework of the Palestinian Centre for Communication and Development Strategies (PCCDS)’s work on education in Palestine. We will further be focusing on having a dialogue with the Palestinian Government and building coalitions to reach the objective of integrating “global citizenship” education within our strategic educational plan.

    Indeed, the Sustainable Development Goals were approved and signed by the Palestinian President who has the highest authority, and he has demanded the various ministries to apply them, with the Ministry of Education being one of these ministries. The Ministry of Education responded gradually to address some objectives of goal 4, but hasn't yet implemented SDG 4.7.

    How my participation at the Bridge 47 will further nurture our work

    My attendance to the Bridge 47 event was side by side with 100 of the largest institutions working on global and/or sustainable education from Europe mainly, and from around the world in general, as well as representatives of international alliances. I was one of the members of these alliances: CIVICUS – the World Alliance for Citizen Participation.

  • Next Generation of Development Cooperation Must Fight Economic & Gender Inequality and Protect & Expand Civic Space

    Economic and gender inequalities are at the core of the current challenges humankind is facing, and without tackling them, there is no chance that the SDGs will be achieved. A wide set of policies and political reforms must be put in place for that end, and development cooperation has had in the past and must have in the future a stronger role in fighting and correcting gender and economic inequality.

  • Nigeria: Post 2015, 10 Manifestos and Maternal Health

    The atmosphere was pensive and highly emotional at the Professor Mahmoud F. Fathalla, a professor of obstetrics and gynecology and chair of the WHO Advisory Committee on Health Research was reciting the proposed 10 manifestos for maternal health post-2015.

    Some couldn't control it, as tears dropped and the entire hall gave him a standing ovation at the end of the citation. It wasn't an ovation for the respected professor only but an ovation that depicts people's resolve to support the implementation of the manifestos.


    It was the closing ceremony of the 2nd Maternal Global Health Conference which took place from January 15 to 17, 2013, with over 800 experts in maternal health that came together in Arusha, Tanzania, to present the latest evidence on improving the quality of care for women during pregnancy and childbirth.

  • Observations on the quest to build back better

    SDG Knowledge Hub’s interview with Mandeep Tiwana, Chief Programmes Officer

    • Five years since the passage of the SDGs, the impulse in many quarters is still to scale up existing approaches, rather than to push for fundamental changes in how our societies and economies function to better realize rights.
    • In addition, there are worrying signs that COVID-19 emergency restrictions could be used as a smokescreen for a broader crackdown on dissent, which would undermine accountability for the 2030 Agenda.
    • Countries that appear to have done better are ones that have empathetic leaders who have been inclusive in their policy responses and have involved civil society in decision making.

    The SDG Knowledge Hub spoke with Mandeep Tiwana, Chief Programmes Officer at CIVICUS, about his assessment of responses to the COVID-19 pandemic and impacts on the 2030 Agenda. Mandeep highlights the persistence of “MDG mindsets” and an increase in censorship and surveillance. He also suggests five ways to build a better post-pandemic world.

  • Paris Climate Agreement comes into force: A review of the UN's Climate Change Conference in Marrakech (A.K.A. COP22)

    One year since the historic Paris Climate Change Agreement, over 20,000 leaders from government, business and civil society met in Marrakech, Morocco for the 22nd Conference of the Parties (COP22). The two week conference reviewed progress on implementation, produced additional commitments and examined the relationship between the Paris Agreement and the Sustainable Development Goals. 

    In the beginning, there was a lot of enthusiasm with the ratification of the Paris agreement in a record time just before the negotiations started. However, in the third day of the Conference participants were hit by the election of Donald Trump as President of the United States. Despite reassuring remarks on the resilience of the Paris Agreement and the possibility of leadership on the local and regional levels, concerns and uncertainty about the future of climate cooperation were present throughout the event.

  • People and Politics Must be Central to Post 2015 Development Framework Discussions

    The UK parliament's international development select committee's report on post 2015 development goals has received a cautious welcome from IDS experts.


    In their own evidence to the Committee, IDS fellows stressed that a focus on people and politics is crucial to the success of any new development framework.


    Lawrence Haddad said:
    "In the race to reach the 2015 finish line for the creation of a new development framework, we must not lose sight of the people and politics that will ensure its success. The select committee report makes some welcome recommendations, including one on how a new framework should reflect the needs of the poorest and most vulnerable. The importance of meaningfully involving people in the design and implementation of whatever succeeds the Millennium Development Goals cannot be underestimated. Any new goals must articulate a global shared responsibility which is underpinned by targets that are set according to national priorities and to which citizens can hold their governments to account."

  • Post 2015 Development Agenda and the SDGs


    In supporting the implementation of the Rio+20 outcome document on Sustainable Development Goals and the Post 2015 Development Agenda, the  EMG senior officials in their eighteenth meeting in December 2012 agreed to provide a contribution,  within the existing processes and through the frameworks established by the Secretary-General,  providing the perspectives of the UN system agencies on the environmental sustainability dimension of the future development agenda.


    The EMG contribution would facilitate the integration of the environmental dimension into sustainable development goals (SDGs), drawing on the information, assessment, and strategic views of EMG members. It would look into how the environmental goals and targets established by the multilateral environmental agreements such as on biodiversity and desertification could be integrated into the future development agenda.

  • Post- 2015 Development Policy Must Put People at Its Centre

    Civic “ownership” of the development agenda post-2015 is essential for ensuring that people in the developing world can lift themselves out of poverty and hunger, a leading development figure has said.


    Speaking in the European Parliament on 22 January, Rebeca Grynpsan, UN under-secretary-general and UNDP associate administrator, said that the current UN millennium development goals (MDGs) are largely, “still a success, despite uneven progress”. However, she said that “what is today a success, could be a failure in three years time”.
