BOLIVIA: ‘Forest fires translate into loss of biodiversity and a low quality of life’
CIVICUS speaks with Jordi Surkin, conservation director of the World Wide Fund for Nature (WWF) Bolivia, about recent fires in four of Bolivia’s nine departments.
WWF has been working in Bolivia since 1993, pursuing the vision of a country where humans live in harmony with nature.
How have the fires that broke out in October evolved?
It is important to clarify that the use of fire is an ancient practice as part of agricultural management and land preparation. However, the fires have got out of control as a result of ongoing droughts that may be linked to climate change. In 2019, 6.4 million hectares burned in Bolivia. There are years when the situation is not as severe, but it is still significant.
The impact and scale of fires varies from year to year depending on climatic factors. Extreme weather conditions of drought, temperatures and winds – as part of the impact of climate change – along with high levels of deforestation increase the likelihood of large fires.
Fires have also got out of control due to the growing inappropriate use of fire. Some agricultural producers use fire to prepare land without taking the necessary measures to prevent it spreading beyond their plots. And of course, there is also the use of fire for illegal purposes such as land speculation and illegal plantations.
Is the increase in the incidence and severity of fires linked to climate change?
The most tangible change Bolivia has experienced has been unusually high temperatures. The temperatures we have persistently experienced in recent months have been extremely high. In addition, almost 300 municipalities have been declared to be in a state of emergency due to droughts, and their main problem is often the lack of water. It has not been raining.
In Latin America we experience the climatic phenomena of La Niña and El Niño, which are cyclical and manifest themselves in the form of droughts and floods. So not everything is attributable to climate change. What we can indeed attribute to climate change are the unprecedentedly extreme manifestations of these phenomena.
What are the impacts of these fires?
We are seeing that many hectares that are burned year after year are no longer regenerating. The resilience of these forests is fading away.
The negative impact of forest fires not only translates into loss of biodiversity: it also affects everyone's quality of life. The human impact is enormous: hundreds of thousands of people have had their health affected by smoke this year and many communities have been displaced.
As a consequence of forest fires, water wells in many communities are drying up. In 2019, for example, many families had to leave their communities and migrate to urban centres due to smoke and lack of water. This year there are hundreds of families in this situation.
The situation has also been desperate in cities because of the smoke and increased heat. Throughout November, Santa Cruz was among the most polluted cities in the world due to smoke from the fires. We hardly saw the sun all month. Classes had to be suspended because many children were having respiratory problems. A few weeks ago, the city had an all-time record of electricity consumption because people were desperately using air conditioning for ventilation and keeping cool.
How is civil society helping tackle the problem of forest fires?
First of all, it should be noted that there is no government in the world that could stop the fires if at the same time people continue to set the forests on fire. And even less so in contexts of drought, high temperatures and winds of 80 kilometres per hour, as we have had recently.
On top of this, the Bolivian government's capacity to fight fires is limited. It does not have adequate equipment or the necessary number of firefighters.
WWF Bolivia is helping to provide equipment to the self-organised volunteer firefighters who are coming together to mitigate these fires. It is important to clarify that we are a conservation group rather than an emergency organisation. However, we try to contribute within our possibilities.
We have been working actively with Indigenous communities so that they put together a risk management plan. This helps them to take action to reduce the likelihood of fires. We are also working to strengthen the capacities of municipal governments to monitor fires and issue early warnings.
What should the government do to effectively prevent and control fires?
Within the national government there’s been debate on reversing a package of laws that are perceived as contributing to exacerbating the situation. An important first step would be to revise and consolidate a legal and regulatory framework to protect forests and biodiversity.
Existing laws should also be enforced. It is essential to increase the penalties for arson because currently the fines are derisory and therefore do not deter anyone. We need to reduce the prevalence of fire misuse, because these are the fires that get out of control.

Mr. President,CIVICUS wishes to thank all three Rapporteurs for their reports and wants to highlight a few aspects of their work.
1. On violence against women: CIVICUS welcomes Ms Rashid Manjoo's first report and her focus on reparations. In particular, we want to underscore the importance she gives to structural and multiple forms of discrimination and that reparations cannot be just about returning women to the situation on which they were found before the individual instance of violence, but instead should strive to have a transformative potential. We would like to ask her to elaborate further on how to achieve this transformative potential on the ground, for example the area of dismantling patriarchal understanding that is so often the reason for systemic violence.
2. On extreme poverty: CIVICUS thanks Magdalena Sepulveda for her very clear demand to invest in social protection floors, including through non-contributory pensions, as a human rights obligation for governments as duty bearers, to prevent older persons from falling into extreme poverty and society as a whole from gliding into an appalling inequality. CIVICUS also commends her for her stand during her Zambian visit on the rights of civil society to participate freely and/or in cooperation with governments on all these important decisions regarding social protection issues, and not be curtailed through any unwarranted controls and restrictions on their independence and freedom of association.

GLOBAL HEALTH: ‘On World AIDS Day we remind people that the HIV pandemic is not over’
CIVICUS speaks with Gastón Devisich, Head of Community Engagement of Fundación Huésped’s Research Department, about the role of civil society in the fight against HIV/AIDS, both at the community level and in global governance bodies.
Fundación Huésped is an Argentinian civil society organisation (CSO) that has been working since 1989 on public health, including on the right to health and disease control. It is a member of the regional platformCoalición Plus and, represented by Gastón, one of the two Latin American and Caribbean organisations that are part of the NGO Delegation to the UNAIDS Programme Coordinating Board.
What have been the results of the latest round of pledges to the Global Fund to Fight AIDS, Tuberculosis and Malaria, and what will be their implications?
The primary goal of the Global Fund to Fight AIDS, Tuberculosis and Malaria is to make catalytic investments and leverage innovations to drive faster progress in reducing new infections, address structural barriers to improving outcomes for these pandemics and build equity, sustainability and lasting impact. Its new strategy places people and communities front and centre in all its work, challenging power dynamics to ensure that affected communities have a voice in the fight and opportunities for a healthy future.
The Global Fund’s Seventh Replenishment has brought in a total of US$15.7 billion. It was the culmination of a successful campaign that began more than a year ago. It is a remarkable achievement, not only because several public and private donors increased their pledges, in many cases by more than 30 per cent, but also because a record number of implementing governments – at least 20 – have stepped up to become donors as well.
This support will be dedicated to saving 20 million lives, averting 450 million new infections and generating new hope for ending AIDS, TB and malaria. This investment will also strengthen health and community systems to increase resilience to future crises.
Given its central role in the fight against pandemics, the Global Fund also plans to continue contributing to the global pandemic preparedness agenda in coordination with the World Health Organization, the World Bank and other partners.
What role does civil society have in the governance of UNAIDS?
The Joint United Nations (UN) Programme on HIV/AIDS, known as UNAIDS, was the first UN programme to have formal civil society representation on its governing body. The participation of CSOs on the UNAIDS Programme Coordinating Board is critical to the effective inclusion of community voices in this key global policy forum in the area of HIV/AIDS.
The NGO Delegation is composed of five CSOs, three from developing countries and two from developed countries or countries with economies in transition, plus five more acting as alternate members. Our purpose is to bring the perspectives and experience of people living with HIV/AIDS and those populations particularly affected by the pandemic, as well as civil society, to ensure that UNAIDS is guided by an equitable, rights-based, gender-sensitive approach to ensuring access to comprehensive HIV prevention, diagnosis, treatment, care and support for all people.
The existence of a community delegation within the highest governance body of a programme such as UNAIDS is critical to ensure the meaningful involvement of populations most affected by HIV at all levels of policy and programme development, implementation, monitoring and evaluation. Strengthening meaningful community engagement fosters a relationship of greater trust and respect with those of us who are the direct beneficiaries of any programme or policy.
The involvement of all stakeholders, provided it is transparent and based on mutual understanding, can minimise misunderstandings and reduce the likelihood of unnecessary conflict or controversy. This helps improve our access to rights and the provision of quality services necessary to ensure it, as well as addressing power inequalities between decision-makers and the community to establish more equitable and horizontal relationships.
Why is it important to incorporate the voices of communities in decision-making spaces?
There is an urgent need to develop additional strategies to address the HIV epidemic. A wide range of factors create, intensify and perpetuate the impact of the virus and its underlying determinants may be rooted in the cultural, legal, institutional and economic fabric of society.
To achieve a comprehensive response to HIV, it is essential to recognise power imbalances and address them by developing practices that prevent their inadvertent replication or reinforcement throughout the implementation of programmes and policies.
Local organisations have unique expertise to contribute to the HIV response. We have critical knowledge and understanding of local cultures, perspectives and language, the local dynamics of the HIV epidemic, the concerns of the most vulnerable or marginalised populations and local priorities that other stakeholders may not necessarily have. The community can help ensure that the goals and procedures of HIV response are appropriate and acceptable for them, in order to avoid reinforcing existing inequalities.
What does Fundación Huésped’s work consist of, both at the national level and within this global space?
Our comprehensive approach includes the development of research, practical solutions and communication related to public health policies in Argentina and Latin America. We seek to develop scientific studies and preventive actions and advocate for rights to guarantee access to health and reduce the impact of diseases, with a focus on HIV/AIDS, viral hepatitis, vaccine-preventable diseases and other communicable diseases, as well as sexual and reproductive health.
As representatives of civil society in UNAIDS, we actively seek the views of our communities on key issues related to UNAIDS policies and programmes, and advocate with governments and cosponsoring organisations – 10 UN organisations that make up the UNAIDS Joint Programme – for significant improvements in the implementation and evaluation of HIV/AIDS policies and programmes.
What challenges do organisations working on HIV/AIDS face and what support do they need to continue doing their work?
The HIV agenda is still current, with new challenges and the persistence of stigma, discrimination and rights violations. Forty years after the first cases of HIV were reported in the world, and thanks to scientific advances, the implementation of policies, plans and programmes, civil society activism and human rights achievements, there are more and better strategies available to control the virus, which could end AIDS today. Yet this year there were 1.5 million new HIV cases and 680,000 new AIDS-related deaths worldwide – including 110,000 cases and 52,000 deaths in Latin America and the Caribbean.
World AIDS Day, 1 December, is our annual opportunity to remind people that the HIV pandemic is not over. Over the past 40 years science has generated much innovation, but these benefits do not reach all people equally. The best science in the world cannot compete with the debilitating effects of poor health systems. To end AIDS we need to correct the course of the HIV response, starting with ending inequities. A better response is needed today. We cannot afford to waste any more time.

ITALY: ‘Our legal action forced the authorities to act to protect nature and people’s health’
CIVICUS speaks about a recent biodiversity court victory in Italy with Francesco Maletto, wildlife and habitats lawyer at ClientEarth, an environmental civil society organisation that seeks systemic change through advocacy and litigation.
Why did you take regional authorities to court?
ClientEarth, together with Lipu-Birdlife Italy, took legal action against the authorities for failing to take action to protect Lake Vico from catastrophic pollution caused by intensive hazelnut cultivation. We challenged the Lazio region, the water authorities and the municipalities of Caprarola and Ronciglione for breaching several European Union (EU) and national laws by failing to take the measures needed to protect Lake Vico – an EU-protected Natura 2000 site – and the people who depend on its resources.
How did Lake Vico become polluted?
For the last 50 years, there’s been intensive hazelnut cultivation in the area, with plantations covering more than 21,700 hectares. This has resulted in dangerous levels of fertiliser entering the lake. The constant accumulation of toxic chemicals has killed nature and wildlife and made the water undrinkable.
An excess of nutrients in the water can trigger a process known as eutrophication, which leads to massive algae growth. The algae deplete the oxygen in the water and release carcinogenic chemicals that cannot be removed naturally. These toxins are harmful to the environment and human health. They can cause illness if ingested.
The authorities have declared the water undrinkable, but haven’t identified an alternative source of drinking water for people in Caprarola and Ronciglione. As a result, residents continue to have this water in their homes but are unable to consume it.
The environmental and health impacts of intensive hazelnut cultivation are not limited to Lake Vico; they are widespread throughout the region. Lake Bolsena, Europe’s largest volcanic lake and a popular tourist destination, also suffers from agricultural pollution that has begun to degrade the environment and water quality.
What has the Council of State decided and what must the Lazio region do to comply?
The Council of State has ordered the Lazio region to take immediate action to reverse the destruction of protected habitats. The regional authorities have been given a strict six-month deadline to take the measures needed to restore the lake’s protected habitats. The court recognised that the authorities had been aware of this problem for a long time, but had failed to act.
This ruling was the third and final in a series of successful legal challenges brought by ClientEarth and Lipu-Birdlife Italy against the Lazio region. We had previously successfully challenged the authorities’ failure to take action to improve drinking water quality and tackle harmful nitrate levels, as required by EU and national law. The Lazio region was ordered to establish a nitrate vulnerable zone and take action to clean up the water.
What are the implications of this decision?
The decision has significant implications. This is the first time a decision has been taken in Italy on the basis of Article 6(2) of the Habitats Directive, which sets out the specific measures that authorities must take to avoid the deterioration of natural habitats and the disturbance of species at a given site.
This is important for two reasons. First, because the Council of State has given a broad and progressive interpretation of the state’s obligations under this provision and set out in detail what the measures under this legal provision should look like. Second, because our legal action forced the authorities to act to remedy the situation. The Council of State ruled that, although the Italian authorities are free to determine the content of the measures to be adopted, they have to act when the law requires them to do so.
In the past it has been difficult to enforce obligations due to the authorities’ discretion in exercising their powers. This decision opens new legal avenues to enforce environmental and biodiversity obligations in Italy and other EU countries.
What are the next steps in the process?
The Council of State’s decision is final and cannot be appealed. It means the Lazio region is obliged to act within six months. We’ll continue to closely monitor the actions taken by the authorities to ensure they comply with the court ruling.

PANDEMIC TREATY: ‘States hold a shared responsibility to keep the world safe and must be held accountable’
CIVICUS speaks with Dame Barbara M Stocking about the need to develop a new pandemic treaty anchored in solidarity, transparency, accountability and equity.
Barbara Stocking is chair of the Panel for a Global Public Health Convention, former president of Murray Edwards College at the University of Cambridge, former chief executive of Oxfam Great Britain and former chair of the Ebola Interim Assessment Panel.
What is the Panel for a Global Public Health Convention, and what prompted its launch in April 2021?
The University of Miami decided to survey experts across the world about the topic of pandemics. This happened before the COVID-19 pandemic erupted. We needed to know if we were prepared for a pandemic and what issues needed to be tackled. I was among the experts in 2015: I chaired the Committee on Ebola that assessed the performance of the World Health Organization (WHO). An article summarising the experts’ views was published in the peer-reviewed medical journal The Lancet a few months later.
By then the COVID-19 pandemic was well underway, and University of Miami’s president, Julio Frank, proposed doing more than publishing a report. The Panel for a Global Public Health Convention was founded in 2020 to advocate for new ways of governing and undertaking outbreak control and response, and I was asked to chair it.
The Panel is an independent, high-level advocacy coalition. It includes former presidents such as Laura Chinchilla from Costa Rica and John Mahama from Ghana, and former Secretary-General of the Organisation for Economic Co-operation and Development, Angel Gurría. These are all people who can have influence with the WHO, its member states and other bodies. We are not campaigning publicly because we do not have the resources or the people, but we operate at the highest political level.
In December 2021 the World Health Assembly agreed to launch the process to develop a global treaty on pandemic prevention, preparedness and response. Our panel will keep watching as the idea unfolds to make sure it accomplishes the things we think are needed to stop outbreaks turning into pandemics.
What shortfalls in the response to the COVID-19 pandemic made the need for a treaty apparent?
The need for a convention became obvious to everybody as a result of COVID-19, but it is not just about COVID-19. For the last 20 years, every single report concluded that we were not ready to deal with a pandemic. COVID-19 just confirmed this in the most horrifying ways.
Preparedness is key. Governments have tried to be prepared, but they were clearly not. Why is that? For some countries it was a matter of resources, and in those cases we must ensure they get the resources to have health surveillance systems in place. However, many countries with abundant resources and excellent health systems were not ready either. One of the reasons for this is that very few countries practice preparedness. When I was in the UK health service, each hospital would practice a major incident every three years. We need the same approach in public health preparedness. Practice is key and must include not just health systems but the whole government, because if anything that big happens, ministries and heads of state must also get involved.
The public was not prepared either. We need to make sure we deliver the right messages and we engage communities, which we know are so important.
When it became clear that there was a virus circulating, and it was not yet clear what it was, and the WHO made the call for a public health emergency of international concern, not much was done. February 2020 was a key moment for action, yet very little happened.
It all boiled down to a fundamental lack of understanding about what being precautionary means in the case of a pandemic. With most things in life, you can ask yourself whether a situation is going to get worse and make a realistic assessment. But with a pandemic, especially at the beginning, you don’t know how the virus will replicate, and you must move fast. But with COVID-19, states did not. They also had objections to WHO guidelines because, they said, the WHO ‘had no authority’.
The next fundamental problem is that although we have international health regulations, people tend to not comply, and there are no enforcement and accountability mechanisms. Clearly, there is also work to be done to update international health regulations, but the biggest issue is countries agreeing to be accountable to each other. The expression we use is ‘mutual assurance’: for a state to make difficult decisions, it needs to know other states will do the same. This should sell the idea of accountability.
There is no point in having a pandemic treaty or convention unless people are willing to be accountable. But this is often ignored because it is difficult. States are sovereign over their territories and are responsible for the health of their people, but also hold a shared responsibility to keep the world safe. This is why we need a treaty or convention.
How could the treaty help solve these problems?
The principles of equity, transparency and accountability must be built into this treaty. We need to think what needs sorting out or making right, because these are the things we will be held accountable for.
For example, on the preparedness side, there has begun to be progress, but only through peer reviews of countries to determine whether they are ready. This system would have to be scaled up. Independent reviews would be a positive thing for the treaty or convention. We need somebody other than the WHO to conduct the assessments for preparedness and response, which can be done within a treaty structure. The WHO should set the standards and provide support in the role of ‘friend of the country’. We could set up a small body. As the WHO has pretty much all the data, there is no need to start from scratch. But it must be a body with the required experience and expertise. It may have to report up, through treaty structures, to heads of state, whom we hope would form the conferences of parties overseeing this treaty or convention.
All these things can be built in. They will not take away WHO’s powers but rather add to them.
How has civil society participated so far in the treaty process?
Civil society is clearly asking for more say in health issues and in the development of the pandemic treaty, and I think this is truly necessary.
At the WHO level, the civil society participating comes mostly from international bodies and local partners, which often have a health background – and I mean ‘health’ in the broader sense, including mental health.
When hearings were held, civil society participated actively and the scope of participating civil society organisations (CSOs) broadened to include human rights CSOs, not only because of the freedoms affected by lockdowns but also because governments were using the pandemic as an excuse to violate human rights. As a result, more and more human rights CSOs wanted to have a say in the treaty.
In terms of participation in the treaty process itself, the WHO has a category for civil society, as ‘official observers’. But civil society should have much more influence in the discussion. At the top level, the WHO is setting up two-day events to provide evidence to stakeholders beyond member states. They held a two-day event in April, in which the Panel participated and gave its view on the topic. Another event is coming up in June.
One major problem I have seen is centralised pandemic management. We need to engage communities, and this includes civil society. When handling a pandemic, engagement of people and organisations at the local level must be built in. This can’t be done by central government alone; local authorities must play their role to engage with these groups.
Expanding the treaty’s governance to include civil society would be quite challenging because member states will own the treaty they will be signing up for, either by consensus or by government ratification. There has got to be more debate on how, even if there is a conference of parties, we can include civil society more and engage with it.
What are the main challenges you foresee for the near future, regarding the implementation of an eventual treaty?
The first challenge is to produce a Global Public Health Convention with strong accountability. States must accept that they are to be held accountable towards each other and the world. And although it may be tough for states to accept the idea of being assessed by independent people, we need assessments to be conducted by an independent body. We can have states overseeing its work, but it needs to be able to work independently.
The notion of ‘shared sovereignty’ is still hard for countries to accept fully. But we are a globe; we need people working together. We are all related to each other, so we need to have the willingness to cooperate and see how we can build together. People will worry about the loss of sovereignty, but we need to help them understand how critically important this is, in both a moral and a self-interested way. It is in each one’s own interest to have others behave well towards them. These are some of the blocks we need to get over to have a very good treaty.
In sum, states have already agreed to produce some sort of treaty or convention and are already working on it. But the question is, is it going to be the right one? If everything goes well, we will have an agreement by 2024, and then there needs to be some time for countries to ratify it – or not.
But we must not let the momentum pass because we really must be prepared. People keep asking if we might have another pandemic in the next 10 or 20 years. Well, frankly, we might have another one next year. There is a real urgency because habitats are changing; animals and humans are getting closer and closer together.
I see everyone relaxing a bit since COVID-19 seems to be somewhat under control. But we must not go to sleep on this. It is almost certain that this will happen again in the future. The one thing we don’t know is how soon.

SIERRA LEONE: ‘We are dealing with a relentless campaign by anti-rights groups’
CIVICUS speaks about the struggle for sexual and reproductive health rights in Sierra Leone with Nicky Spencer-Coker, head of advocacy and movement building of Purposeful Sierra Leone.
Purposeful is a feminist hub for girls’ activism, rooted in Africa and working all around the world. The organisation has played an active role in promoting the Safe Motherhood and Reproductive Health Bill in Sierra Leone.
What is the Safe Motherhood and Reproductive Health Bill?
The Safe Motherhood and Reproductive Health Bill is currently being drafted following the president’s announcement that his government unanimously backs an initiative to promote risk-free motherhood, made during the 10th Africa Conference on Sexual Health and Rights held in Freetown, Sierra Leone, in early July. But the message that came out on the media was that Sierra Leone had legalised abortion, which was actually not the case.
Following its announcement, the government has hired national and international consultants to take part in the process. Further, a working group that includes activists, practitioners and government officials is working alongside the Ministry of Health.
The expectation is that the bill will have reached parliament by the time the new parliament opens in October. Sierra Leone will have elections next year and we do not want this to carry over into the election period because we could face problems with members of parliament wanting to protect their seats by not engaging with an initiative that could be viewed as controversial, as it should include access to sexual and reproductive health services. We hope the bill will be submitted to parliament by October and it will pass this year.
In 2015 parliament passed the Safe Abortion Act, which was supposed to allow women and girls access to safe abortions. But the former president blocked the bill, possibly due to both lack of political will and pressure from anti-rights and religious groups.
It is worrying that the same issues that led the former president to not sign the Safe Abortion Act continue to be raised by certain segments of society in the context of the Safe Motherhood and Reproductive Health Bill. We hope this time around it will be different because our president has signalled that he and his cabinet are willing to challenge abortion stigma in the context of health services for girls and women.
In addition, our government has signed international instruments such as the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa, which requires states to provide people with access to adequate and affordable health services. This puts pressure on the government to respect and promote the right of women to health, including sexual and reproductive health. We remain hopeful that these commitments will be fulfilled.
How has civil society in general, and your organisation in particular, advocated for abortion rights?
Women’s rights groups and activists for sexual and reproductive health rights have been fighting for the abolition of colonial-era abortion laws for years, with the movement growing stronger in 2014 and 2015 when the Safe Abortion Act was being advanced. Most of these organisations and activists collaborate under the umbrella of the People’s Alliance for Reproductive Health Advocacy, a coalition that advocates for sexual and reproductive rights through engagement, dialogue and partnership with key stakeholders.
As well as being part of the coalition, Purposeful also operates as an independent organisation that carries out our own advocacy work in communities. We are an African-led feminist hub for girls’ activism, and we want to make sure Sierra Leonean girls inherit a world where they can live safely and have choices. High on our agenda are sexual and reproductive rights, but we work on a wide platform including the provision of comprehensive sexual education, accurate information on reproductive health choices and life skills.
A strategy that has proven particularly successful for the Coalition has been to engage directly with various groups of stakeholders. We have tried to stay in constant dialogue with organisations and people who vehemently oppose women’s sexual and reproductive rights. Telling human stories that show how women and young girls are affected by the lack of access to reproductive health services has helped bring awareness of the severity of the issues we face.
Over the years, the Coalition has been fortunate to work with medical professionals and the Ministry of Health to shift the narrative on the safe termination of pregnancy and safe motherhood in Sierra Leone, a country with a very high rate of teenage pregnancy and maternal mortality. A significant number of these deaths are caused by lack of access to safe abortion and reproductive health choices.
Have you faced anti-rights backlash?
In 2015, when the Safe Abortion Act was being discussed, there were several confrontations between anti-rights groups and civil society activists, and I was nearly assaulted when attending a parliamentary session. For the drafting of the current bill we are not seeing the same level of aggression, but we are dealing with a relentless campaign by some anti-rights and religious groups that are going on radio and television to denounce a bill that does not even yet exist.
We don’t find the backlash surprising and we know that the position of certain groups won’t ever change. But it’s the government’s responsibility to look to the greater good and ensure the health and wellbeing of women and girls.
Besides, we have seen a positive response from the public. I think this is the result of civil society’s focus on sharing information and creating awareness. We also appreciate international attention, as it will provide incentives for the government to stay true to its words.
What are the next steps, and what kind of international support would Sierra Leonean civil society need?
There is a joint drive by the Ministries of Education and Health to ensure the success of the initiative that is pushing the government to provide comprehensive sexual education in schools. Our country has extremely high rates of teenage pregnancy, which we hope to reduce through education. While legalising abortion is important, many other issues regarding accessible and affordable health services for women and girls must also be addressed, and healthcare professionals must be adequately trained to provide those services.
We need international civil society to keep these issues on the agenda. In Africa we have noticed that when you stop insisting on something, governments automatically think the issue is off the table and there’s no need for them to do anything about it. It’s our job to continue to remind our government that it has signed certain instruments that make it imperative for it to recognise the reproductive rights of women and girls. We also need to have a cross-border conversation with other African countries that have more progressive reproductive health rights legislation.

TANZANIA: ‘The new administration is committed to ending discriminatory policies that undermine girls’ rights’
CIVICUS speaks with Prudence Mutiso, Legal Adviser at the Center for Reproductive Rights-Africa about the Tanzanian government’s policy on pregnant and married girls in schools.
Founded in 1992, the Center for Reproductive Rights is a global human rights organisation of lawyers and advocates seeking to ensure the protection of reproductive rights as basic human rights fundamental to the dignity, equality, health and wellbeing of every person.
The Center works across five continents and has played a critical role in securing legal victories on reproductive rights issues, including access to life-saving obstetrics care, contraception, maternal health and safe abortion services, as well as the prevention of forced sterilisation and child marriage, in national courts, United Nations’ committees and regional human rights bodies.

UN PLASTICS TREATY: ‘Human health and the environment must come first’
CIVICUS speaks about the progress being made towards a United Nations (UN) Treaty on Plastic Pollution with Vito Buonsante, an environmental health lawyer and technical and policy advisor at the International Pollutants Elimination Network (IPEN).
IPEN is a global network of civil society organisations (CSOs) seeking to improve chemical policies and raise public awareness to ensure that hazardous substances are no longer produced, used or disposed of in ways that harm human health and the environment.
Most people don’t know there is a UN Treaty on Plastic Pollution in development. When and how did the process start?
In March 2022, the UN Environment Assembly (UNEA), the world's highest-level decision-making body on the environment, approved a broad mandate to start talks on an international treaty to address the growing threats from plastic pollution. The scope of the Plastics Treaty is meant to include all impacts from plastics throughout their lifecycle, including effects from the toxic chemicals in plastics on human health and the environment. It should help move the world towards a toxic-free future.
In IPEN’s analysis, based on UNEA’s mandate, the final agreement must address the health impacts of plastics and their chemicals in four ways. First, it must address the use, release of and harms from toxic chemicals from plastics in all of their lifecycle, from production to consumption and waste management. Second, as the mandate emphasises the importance of promoting sustainable design, the treaty must ensure that hazardous chemicals are eliminated from plastic production and plastics with hazardous chemicals are not recycled.
Third, the UNEA resolution noted the importance of preventing threats to human health and the environment from toxic plastics and calls for coordination with the 1989 Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the 1998 Rotterdam Convention concerning the importation of hazardous chemicals, the 2001 Stockholm Convention on Persistent Organic Pollutants and the Strategic Approach to International Chemicals Management, a global policy framework adopted in 2006. The treaty must therefore address the health and environmental impacts due to exposure to hazardous chemicals and toxic emissions throughout the plastics lifecycle.
Fourth, there’s the issue of microplastics, which the UNEA resolution recognises as included in plastic pollution. This means the treaty must also address the chemical health and environmental hazards from microplastics, including their potential to be vectors for chemical contamination.
What progress was made in the first session of negotiations?
The first session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment, took place in Punta del Este, Uruguay, from 28 November to 2 December 2022.
In this first meeting states had the opportunity to express their intentions for the treaty that they envision. On one side, we have seen a large group of states, working under the umbrella of the High Ambition Coalition to end plastic pollution, that have expressed their desire for a treaty that makes a difference in how plastics are made and tackles the root causes of plastic pollution. On the other side, there is a group of states fighting for a treaty that makes no difference to the status quo. Worryingly, these countries include Japan, Saudi Arabia and the USA, all of which want to see a treaty focused only on waste management rather than the entire lifecycle of plastics, and built on the basis of voluntarily agreed national commitments rather than binding obligations across the board.
The second session will take place in late May and early June in Paris, France. Negotiations should be completed by the end of 2024, and it should be possible to make the deadline. Global measures can be agreed. The science is very clear: it would be delusional to think that recycling the growing amounts of plastics that are being produced is the solution to the plastic pollution crisis, after 40 years of failing to recycle even a small amount of the plastic waste. It is too early to understand in which direction the talks will go, but it should be possible to agree on a number of global standards, even at the risk of some states not immediately ratifying the treaty.
What would an ambitious treaty look like?
The most important measure an effective treaty should include is the reduction of the total production of plastics. If production doesn’t slow down, over the next 20 years the amount of plastic will double and it will become truly impossible to control.
A second key measure concerns the design of plastics. Here there is a need to remove all toxic chemical additives, such as bisphenols, PFAS and flame retardants, and all toxic polymers such as PVC and polystyrene. These chemicals are known to cause adverse health impacts, disrupting hormonal functions, fertility and children’s brain functions, among others. Removing them from plastics will create safer material cycles. It is also very important to improve transparency about both plastics ingredients and the quantities and types of plastics produced. Without a clear picture of what is produced and where, it will be difficult to beat plastic pollution.
Ambition should also extend to implementation. There must be a commitment from developed countries to create a fund to implement the treaty. No matter how stringent the provisions of the treaty are, without considerable investment in implementation, impact will be limited. Commitments have recently been adopted for funds for climate and biodiversity, but there is not yet a fund established to tackle plastic pollution and other chemicals and waste-related actions.
What are environmental CSOs bringing to the negotiating table?
CSOs hold a wide range of expertise and experiences that are very valuable for treaty negotiators. IPEN, for instance, has advocated for the recognition of the impacts of the toxic chemicals in plastics for over two decades, clearly showing through many scientific reports and testing of plastics and plastic products how plastics products are exposing communities and vulnerable populations to toxic chemicals.
We are optimistic that the need to solve this planetary crisis will prevail. The international community has been failing on climate change and cannot fail on plastics as well. The Plastics Treaty could be a way to show that international cooperation is the best way to solve global problems and that human health and the environment can and must be put ahead of national interests and business interests.

UN RESOLUTION ON CLIMATE CHANGE: ‘The climate crisis is a human rights crisis’
CIVICUS speaks with Hailey Campbell about the recent United Nations General Assembly (UNGA)resolution on the environment, which enables the International Court of Justice (ICJ) to issue an advisory opinion on states’ obligations to address climate change.
Hailey is a climate activist and co-executive director of Care About Climate, ajustice-driven climate education and empowerment civil society organisation (CSO) and network of international young climate leaders seeking to share climate solutions on the international stage.
What was the origin of the initiative to take climate matters to the ICJ?
The historic initiative was first introduced in 2019 by the Pacific Students Fighting Climate Change (PISFCC), a youth-led organisation established by students from eight Pacific Island countries. The PISFCC started by persuading the Pacific Island Forum, the region’s main political and economic organisation, to bring the issue of climate change and human rights to the ICJ. CSOs from the Pacific supported this campaign and built the Alliance for a Climate Justice Advisory Opinion (ACJAO) to include other non-state actors. In 2021, the state of Vanuatu, a small island state that is highly susceptible to climate catastrophes, initiated negotiations and the drafting of the resolution, which was later supported by over 130 countries and over 220 CSOs, and eventually adopted by consensus by the UNGA on 29 March 2023.
Do you view this resolution as a civil society victory?
This resolution is a monumental victory! This victory is the beginning of a wave of change in how we all think about the climate crisis and a reminder that climate change doesn’t respect geopolitical boundaries. Environmental CSOs, young leaders, island nations leading the call for the resolution, and PISFCC are reminding the world that before being an advocate, a fossil fuel executive, or a politician, we are all people. As humans, we all share this beautiful planet and sharing it requires caring about each other. If some leaders fail to recognise this, they should be held accountable.
The resolution calling for an ICJ advisory opinion is also a celebration of island innovation and perseverance. Islanders have relied on traditional knowledge and collaborative leadership to adapt to environmental impacts for thousands of years. Taking the world’s greatest challenge to the highest court highlights their strength and experience. As a young person living on an island in the Pacific, I am grateful to the leadership of other young islanders and allies who are paving the way for future generations to have a sustainable future.
How could the ICJ help address climate change?
The ICJ is the world’s highest court, which sets precedents via advisory opinions and rules on how states should cooperate globally. As such, it plays a prominent role in keeping peace among our nations.
The ICJ advisory opinion embodies the reality that we can’t solve the climate crisis by continuing the very practices that brought us to it. The scope of the resolution moves beyond the Paris Agreement, referencing the importance of having a safe climate as a vital human right for well-being. Through outlining potential legal consequences for nations causing significant harm to vulnerable communities and future generations, it could finally ensure greater accountability for the climate crisis. If nations are held more accountable and pushed to act, the door is opened to ensure fossil fuel emissions are fully eliminated and capacity-building for adaptation needs are fulfilled.
How have you personally engaged in advocating for this resolution and broader climate action?
I first learned about the PISFCC’s campaign in 2019, when I got involved with the climate movement following the COP25 climate change summit. As a sustainability student dedicated to working in the climate field, I was inspired by how a small group of students across island boundaries was strongly calling for an ICJ advisory opinion. I started following their journey and supporting their calls to action in various ways, from reposting social media content to bringing up relevant arguments in my conversations with leaders at subsequent COPs.
Inspired by their island leadership, I accepted an internship with the Local 2030 Islands Network, the world’s first global, island-led peer-to-peer network devoted to advancing the Sustainable Development Goals. I learned more about island sustainability and the impacts of climate change from island leaders and was amazed by their examples of innovative solutions and optimist spirit. Empowered to use my education to support islanders in making their voices heard, I chose to focus my master’s degree on developing a workplan for how islanders can work together with their communities to develop, track and implement sustainable solutions for climate change.
This journey of student activism helped me become a cross-sector environmental leader, work on climate adaption on islands, and lean into coalitions, like Care About Climate, as vulnerable groups to stand up for our right to a climate safe future. In fact, their inspiration led to my empowerment to work with young people to ensure the first-ever inclusion of young people as stakeholders in a UN climate conference decision at COP27.
What can international allies do to support this struggle?
All international allies must continue fighting! This historic resolution is only the first step. Before the ICJ can issue its opinion, written and oral arguments from states and select international organisations, such as the United Nations Environment Program, will be requested. It is important for community members to continue contacting their national representatives and international organisations selected to submit testimonies and call for support of the opinion. In fact, the PISFCC have just launched an amazing handbook to support policymakers, youth, and environmental CSOs in understanding their role that I highly recommend checking out. My favourite example from the handbook is about the importance of sharing your personal testimony as to why you believe in the need for an ICJ’s advisory opinion on climate rights and what impact it could have on your future with your national representatives. I hope everyone feels empowered to join me in the Alliance to stay up to date on ways to make an impact.

WHO Executive Board Considers Health in Post- 2015 Agenda
The Executive Board of the World Health Organization (WHO) met to consider a report outlining the framework for developing a health-related component of the UN's post-2015 development agenda. The Secretariat report proposes two interrelated components for a health-related Sustainable Development Goal (SDG): universal health coverage and healthy life expectancy.
The report notes that even though progress towards health-related Millennium Development Goals (MDGs) has been impressive in many countries, the post-2015 agenda needs to: ensure continuing progress towards these goals; sustain political and financial support; and maintain investment in tracking results and resources. It further states that SDGs should take into account the changing global health agenda, including through: increasing recognition of the social and economic impacts of noncommunicable diseases; a shift towards focusing on means that support health outcomes, such as health as human right, health equity, equal opportunity and addressing determinants of health; and increasing recognition of the mutually beneficial linkages between health and other sustainable development policies.Read more at Sustainable Development Policy & Practice

ZAMBIA: ‘Our aim is to break societal biases against girls’
CIVICUS speaks about the upcoming International Women’s Day and Zambian civil society’s role in advancing women’s and girls’ rights with Pamela Mateyo andMwape Kapepula, co-founders of WingEd Girls.
Founded in 2021, WingEd Girls is a civil society organisation (CSO) focused on distributing sanitary materials and teaching girls in underprivileged communities how to make reusable pads, while educating them on personal and menstrual hygiene and mentoring them through post school career paths and choices.
How has the COVID-19 pandemic impacted on Zambian women and girls?
The restrictions that the pandemic brought, confining people in their homes, greatly contributed to a rise in domestic and gender-based violence (GBV). Compared to 2019, the cases reported in 2020 increased by over 1,000 cases, affecting mostly women and children.
The pandemic also led to many businesses closing. Many of those were informal businesses dedicated to planning events or catering, thrift clothes shops, restaurants and marketplace stalls. Many were owned and run by women. As a result, households led by women were left in a very vulnerable position, often unable to access basic needs.
At the start of the pandemic schools closed, leading to an increase in rape cases of girls staying at home. By the time schools reopened, many girls couldn’t go back because they were either pregnant or getting married, while others simply dropped out. In addition, focus on COVID-19 reduced access by women and girls to basic healthcare, including maternal care, HIV treatment and sexual and reproductive health care.
How have civil society in general, and WingEd Girls in particular, responded to this situation?
CSOs like World Vision worked in partnership with the government to ensure that while schools were closed children were still engaged in schoolwork, for instance by sponsoring radio and television programmes that taught children basic subjects.
We founded WingEd Girls in the middle of the pandemic to respond to very urgent needs. But this also brought many challenges. The work we do depends on interaction with girls. However, as the number of people that could gather was restricted, it was very hard to reach out to schools and communities. To be able to do our work, we secured bigger spaces and engaged more peer educators to work with smaller groups of girls in breakout group sessions.
The pandemic also made it difficult for us to get the funding we needed to conduct outreach and purchase sanitary materials for distribution. This was partly because prices increased, and also because we had to spend money on additional items, such as sanitisers, masks and handwash soap. Most of our donors also faced financial challenges and couldn’t donate as much as they would like, and this is a challenge we continue to face.
For schools to reopen, a lot of CSOs, church-affiliated organisations such as the Salvation Army and local businesses donated hand sanitisers, masks, handwashing basins and soap. We helped ensure girls had access to basic needs to remain in school.
Civil society also called on the government to lessen restrictions on public interactions so that small businesses could reopen as well.
What are the main women’s rights issues in Zambia and how is civil society tackling them?
Some major women’s and girls’ rights issues in Zambia are GBV, economic inequality and unequal access to quality education.
According to African Impact, only about 31 per cent of girls in Zambia finish primary school, and only eight per cent complete secondary school. This is partly attributed to early marriages and pregnancies, but also to challenges such as lack of access to menstrual hygiene management products and facilities, especially in rural schools.
Low levels of literacy make girls more vulnerable as they grow into women. Most of them don’t understand the rights they have as women, especially those concerning sexual and reproductive health.
This also contributes to a lack of financial independence, which in turn makes women more susceptible to GBV. Limited education means limited access to business opportunities and funding. Many women are not able to draft a business plan, which is required to get a loan. Most lending institutions also require collateral, which most women don’t have, as they typically don’t own property. All this puts them at an economic disadvantage and increases their vulnerability.
There is a cultural trend for women to get just the bare minimum level of education and then become homemakers. Systems are not built to accommodate even the few who may want to take a different path.
Civil society works with government and communities to tackle these issues and bridge these gaps. Many CSOs, including WingEd Girls, support girls in different ways so they stay in school. We have a project to train girls to make reusable pads. The Salvation Army drills boreholes and builds toilets in rural schools. Copper Rose Zambia teaches girls about menstrual hygiene management and sensitises women on GBV and sexual and reproductive health and rights. Other CSOs, such as Africa Leadership Legacy, help women acquire business, financial and leadership skills. These efforts have inspired the government to take further action to support women and girls, and there are now government programmes to empower women, encourage women to establish businesses and provide greater access to education, especially in rural areas.
How can gender equality be achieved in Zambia and what is being done to that effect?
At WingEd Girls we believe that for real change to happen there needs to be an intentional change in direction, especially by the government. There is a need to mainstream gender policies and create awareness among girls and women of their rights.
Some policies to that effect already exist, but institutions seem to lack the motivation to implement them. Other policies are non-existent, and the government must put them in place. Policies around land ownership, access to education, gender-specific healthcare and access to business opportunities and financial assistance should be mainstreamed. Specific budget lines should be established to ensure an equal access to resources. More awareness programmes are needed to help women and girls learn about their rights and ways to access resources or assistance.
As GBV rose, church bodies and CSOs such as Zambia National Women’s Lobby have called on the government to take quick action. The government responded by promising it would establish fast-track courts for GBV cases, put in place policies and legislation to combat GBV and build shelters for GBV victims within communities. They in turn called on civil society to join in efforts to ensure anti-GBV services were made easily available for victims or potential victims.
To keep girls in schools, the government has recently included funding in the national budget to distribute sanitary towels in all schools across the country. But this has not made civil society stop its own work in that regard. WingEd Girls and other CSOs see a potential for partnering with the government and will continue to distribute menstrual hygiene management resources to girls.
To support female-led households, the government has partnered with the World Bank. Through a World Bank-funded project, Girls’ Education and Women’s Empowerment and Livelihood, it will help women access seed money to start businesses and access farm inputs. Lending institutions are also being encouraged to re-evaluate their loan access requirements to accommodate more women.
The International Women’s Day (IWD) theme for 2022 is #BreakTheBias. How have you organised around it in the communities you work with?
For IWD we organised a school outreach in a rural district of Zambia’s Southern Province. We moved it to 11 March because 8 March is a holiday and children will be off school that day. As usual, the event will include menstrual health hygiene talks and career mentorship sessions. We will distribute WingEd kits’,a package containing reusable and disposable pads, underwear, washing soap, and painkillers.
We have partnered with several organisations, including Africa Leadership Legacy, which will conduct talks about leadership and financial skills, and Toy-lab, an organisation led by a group of medical doctors who will talk about menstrual hygiene management. To inspire the girls with business ideas, a local business leader will also come to talk to the girls. Peer educators from Mike’s New Generation Version will also be part of the team.
Our aim is essentially to break the bias that society and communities have against girls, starting with access to education and career choices. In line with Sustainable Development Goal 4, we want to ensure girls have access to quality education despite the various challenges they face, including menstruation. We hope the mentorship we provide will enable them to choose career paths based on their passions and interests.
They shouldn’t have to choose a career because it is deemed suitable or ‘easy’ enough for a girl. What they really need is help to overcome challenges and exposure to information about the variety of career options available to them.
