BAHRAIN: ‘Had there been civic freedoms, the authorities would have known of the deep suffering at Jau Prison’
CIVICUS speaks about the situation of political prisoners on hunger strike in Bahrain withJawad Fairooz, founder and director of Salam for Democracy and Human Rights (Salam DHR).
Founded in 2012, Salam DHR is a human rights civil society organisation (CSO) registered in France, Switzerland and the UK. It undertakes research and advocacy for the advancement of democracy and human rights, mainly in relation to Bahrain, but also in the wider Gulf and Middle East and North Africa regions.
Maryam al-Khawaja, daughter of imprisoned human rights defender Abdulhadi al-Khawaja, intends to return to Bahrain imminently to ensure her father gets medical treatment and press for his immediate and unconditional release. Yet she, too, faces possible arrest. What’s your assessment of the situation?
Abdulhadi al-Khawaja, 62, a dual Danish-Bahraini citizen, is the co-founder of the Bahrain Center for Human Rights and has a long history of activism. He was arrested by the government of Bahrain in 2004, 2007 and again amid mass unrest in April 2011. After this he faced a grossly unfair trial before a military court, including on charges of ‘seeking to overthrow the government’. He was tortured in pretrial custody and since his arbitrary imprisonment he has been repeatedly denied access to adequate healthcare.
On 9 August he joined some 800 other hunger strikers. They called for an end to lockdown policies that require them to spend up to 23 hours of the day in their cells, the suspension of solitary confinement, the opportunity for collective or congregational prayer in Jau Prison’s mosque, face-to-face meeting rights with family members without a glass screen and access to healthcare commensurate with that available to the public, among other improvements in prison conditions.
On 13 September the mass hunger strike ended with the authorities reportedly meeting many of these demands. This came as Bahrain’s Crown Prince visited Washington, DC, where he met with senior members of the Biden administration: the problem had to go away.
Maryam nevertheless intends to travel and she has our full support. We continue to call for Abdulhadi’s immediate and unconditional release. The Danish and European Union (EU) authorities must do more.
What is at the core of this problem is the absence of civic space in Bahrain. If there was space for independent civil society, then CSOs would have effectively alerted the authorities to prison conditions and they could have addressed the situation. An independent civic space makes it possible to find a balance in government conduct.
What does this mean for Maryam al-Khawaja and our courageous colleagues travelling with her? It means they should be allowed to enter Bahrain and make their demands. The government should engage with them in a spirit of transparency. The absolute worst that could happen is for dissent to be tolerated just a little bit more. While this seems unlikely to happen, it is what the government should do. We wish them all Godspeed.
How is it possible to conduct human rights activism in such a closed environment? How does Salam DHR do it?
Bahrain has closed civic space. Government officials decide which CSOs can be registered and who can stand for their boards. They prevent people from engaging in public life who have no criminal records or public complaints but rather perhaps a past association with a political movement or party that was unfairly banned years ago.
The Bahraini constitution provides for freedoms and safeguards similar to many other states, but the reality is that the government continues to carry out arbitrary arrests and stage unfair trials for acts that are not internationally recognised as crimes. The authorities torture detainees and use the death penalty, despite domestic opposition and international condemnation. They have stripped hundreds, including myself, of citizenship, depriving us of even the right to have rights in our homeland. They use the digital space to monitor and punish dissent and to foment religious and sectarian strife.
Activists linked with Salam DHR cannot, in effect, exercise their right to peaceful assembly, let alone openly campaign for freedoms of association and expression, the release of prisoners unfairly tried and imprisoned or a moratorium on the death penalty. They would risk arrest if they did that.
Yet engaging in civic activism is not totally impossible, only very challenging. Alongside CIVICUS and other partners, Salam DHR engages with allies and like-minded activists as well as the few CSOs that openly but cautiously raise human rights concerns so that the wider Bahraini society hears our message. We echo and amplify their appeals.
We are a catalyst: we help Bahraini activists access platforms to reach domestic and international audiences and provide training and development opportunities such as internships. Alone and in partnership with others, we research, document and publicise developments, grounding our message in article 25 of the International Covenant on Civil and Political Rights, which states that every citizen shall have the right and the opportunity to take part in the conduct of public affairs.
How useful for advocacy purposes was theglobal event held by the Inter-Parliamentary Union (IPU) in Bahrain’s capital, Manama, in March 2023?
It was mixed: Danish parliamentarians and those from other countries addressed human rights issues and the absence of an independent civic space. The IPU’s human rights team raised concerns about freedom of expression and violations against Bahraini parliamentarians. But despite the IPU’s affiliated status with the United Nations (UN), the government still denied access to independent observers and human rights organisations, denying them either visas or access and turning at least one around at the airport. This was the authorities once again restricting civic space.
A few days before the IPU meeting officially began, Bahraini lawyer and activist Ebrahim Al-Mannai called for parliamentary reforms on social media. He and three others who shared his post were arrested for publishing material that could ‘disturb public order’.
At the event itself, the government appeared uninterested in seriously engaging with visiting parliamentarians on human rights issues, despite attempts from the Danish delegation and representatives from Finland, Iceland and Ireland. Our message is clear: open up civic space, free up CSOs and political parties and liberate discourse, otherwise the cycle of political unrest will continue.
Reports indicate that the mass hunger strike in Jau Prison has ended. What’s your assessment of this episode?
The painful August 2023 mass hunger strike was wholly avoidable. It happened mainly due to the government’s stubborn and short-sighted refusal to allow civic space to exist even to a minimum degree. Had there been freedoms of expression and peaceful assembly, they would have known of the deep suffering at Jau Prison. If you don’t let people say what they think, then public life can only lurch from crisis to crisis.
The hunger strike was the expression of the accumulation of a number of factors that have been present in Bahraini prisons for years and it was based on grievances that have been repeatedly expressed: prison conditions and ill treatment of prisoners amounting to torture. The abuses worsened and conditions deteriorated during the COVID-19 pandemic. In 2021, medical neglect resulted in the deaths of two prisoners, Hussein Barakat and Abbas Mallalah.
We appeal once more to the authorities to allow for the opening of civic space and provide a social vent to end the cycle of human rights crises we face.
Is the international community doing all it can to support the struggle for democracy and human rights in Bahrain?
International human rights organisations, UN treaty bodies and Special Procedures and partner states, for instance in the context of the UN Human Rights Council Universal Periodic Review process of Bahrain, have all joined us in calling on the government of Bahrain to abide by its international human rights obligations, starting with the basic step of letting people have a voice in public life.
Today, 15 September, is International Day of Democracy, and we are joining the UN in calling on the government of Bahrain to empower the next generation by ensuring that their voices are included in the decisions that will have a profound impact on their world. In his address, UN Secretary-General António Guterres has warned that ‘walls are closing in on civic spaces’. Those walls are also the walls of Jau Prison, where it took 800 detainees’ unjust suffering for the government to even take notice.
But the UN has also let neighbouring United Arab Emirates, which is as closed as Bahrain, host the forthcoming COP28 climate change summit. Lack of civic space means there can be no activism for climate justice in Bahrain – for instance, no public demands for accountability can be expressed over costly and environmentally damaging land reclamation in Bahrain’s northeast, which has already eroded the livelihood of fishing communities. We need to be able to address these challenges openly, with a rights-based approach, to avoid a future calamity.
And powerful states that could be putting some pressure for change are avoiding the issue. Right now, Bahrain’s Crown Prince is wrapping up meetings with senior Biden administration officials, none of whom appear to have raised civic space concerns or addressed the needless suffering of 800 Bahraini prisoners. The UK has removed Bahrain from its list of ‘countries of concern’ at the same time as it trumpeted a billion-dollar Bahraini investment in the UK. In October the EU will recommence its cycle of so-called human rights dialogues.
The international community’s inexplicable complacency over the festering human rights quagmire in Bahrain will further embolden the government in crushing civic space. Many leaders miss the point when it comes to Bahrain and its Gulf neighbours: they appear to accept the facade of what is presented as pragmatic autocracy and appear to accept regional rulers’ colonial-mindset contention that democracy will destabilise the region.
Democracies have in fact produced the most stable, enduring and dynamic systems in the world. Human rights and democracy are essential for Bahrain and its neighbours because their deficits continue to be the primary cause of resentment and unrest. A security-based approach does not remedy these problems. Bahrain’s history has shown these methods to be a failure, as it has endured continuous waves of mass unrest followed by violent crackdowns.
Authoritarianism and the forms of violence it fosters are the real destabilising forces, a cycle that can only be broken through the recognition and enactment of democratic rights. The first step towards this goal is simply letting civic space exist.

CROATIA: ‘The longer this government remains in power, the weaker democracy and the rule of law become’
CIVICUS speaks about ongoing anti-government protests in Croatia with Oriana Ivković Novokmet, Executive Director of Gong.
Gong is a think-do tank whose work focuses on promoting democratic processes and institutions and developing a democratic political culture in Croatia.
What triggered recent protests?
On 17 February, thousands of people took the streets of the capital, Zagreb, todemand early parliamentary elections. Organised by 11 left and liberal opposition parties, this massive anti-government demonstration was triggered by the appointment of former judge Ivan Turudić as the new state attorney amid media reports linking him to corruption. The opposition fears this appointment will further deteriorate the already compromised reputation of the Croatian judiciary.
According to a report by one of the most influential Croatian newspapers, Jutarnji list, between 2016 and 2020,Turudić, then the president of the Zagreb County Court, exchanged messages with the then state secretary of the ministry of justice, accused in another corruption case. The messages clearly showed they had a romantic relationship. Opposition members argue that Turudić lied to the Parliamentary Committee for the Judiciary when questioned about the meetings they had, claiming their relationship was superficial.
Additionally, President Zoran Milanović accused Turudić of meeting as president of the Zagreb County Court with Zdravko Mamić, a football manager sentenced for tax evasion and embezzlement who is currently a fugitive in Bosnia and Herzegovina. Mamić allegedly met with Turudić while a suspect and later when he was under investigation, as noted by the Security Intelligence Agency.
In a context of increasing frustration with the government of the Croatian Democratic Union (HDZ) party, which is plagued with corruption accusations, the February protests helped the opposition gain momentum. It subsequently announced plans to stage further protests in several major cities on 23 March.
What’s the state of democracy and civic freedoms in Croatia?
Turudić’s appointment was yet another example of Prime Minister Andrej Plenković’s habit of capturing independent institutions, which he’s done since reaching office. The longer the HDZ and Plenković remain in power, the weaker the rule of law and liberal democracy become. Plenković vowed to reform the HDZ but he has failed to change his party and also reversed progress made in upholding the rule of law in Croatia.
Under Plenković, Croatia is drifting away from the principles it adopted on joining the European Union. During his two terms, institutions such as the Commission for the Prevention of Conflicts of Interest have been significantly weakened. The Commissioner for Information was appointed as a fig leaf so the justice minister could hide the real authors of theLaw on Constituencies, which redrew the boundaries of electoral districts to suit the ruling party. This key electoral law was crafted by the HDZ without involving experts, civil society or the opposition. Arbitrary district boundaries were traced on the basis of an unreliable voter registry. This move has undermined public trust in elections and could also result in an even lower voter turnout.
Are protesters able to voice their demands freely?
The government has imposed restrictions on protest rights, including by closing St Mark’s Square, home to key government institutions. Full access to the square is now restricted to government and parliamentary staff, and the area where people are allowed to protest is demarcated with fences. Recent demonstrations like the one on 17 February, however, haveseen an expansion of the available space for protesters.
Plenković reacted to these protests by accusing the opposition of being pro-Russian, despite the fact that its only reference to Russia was to mourn Alexei Navalny’s death. On its official Facebook page, the HDZ insulted the opposition and people who supported the protest by labelling them ‘backward leftists’, ‘rampant angry revolutionaries’, ‘Russophiles’, ‘Putinophiles’ and ‘destructive and anti-patriots’. Many members of the government also endorsed this hostile narrative. In this crucial electoral year, Gong’sanalysis revealed the use of numerous bots – automated programs that mimic human activity – supporting insults against the opposition on Facebook and attempting to manipulate citizens.
Plenković has tried to silence the media and their sources by adding provisions to the Criminal Code to criminalise leaking of information during the non-public phase of criminal proceedings. The bill however triggered protests by journalists and in response the government amended it to clarify that leaks deemed to be ‘in the public interest’ wouldn’t be criminalised. What is or is not in the public interest will however be determined by judges and Turudić.
What’s at stake in the 2024 elections?
President Milanović shocked Croatia when he announced he would run in parliamentary elections, scheduled for 17 April, as the Social Democratic Party’s (SDP) prime ministerial candidate, entering the ring against Plenković. The Constitutional Court says Milanović can only run for prime minister if he resigns as head of state first. Milanović called them gangsters and continued the campaign with the slogan ‘The rivers of justice are coming’. The SDP’s support grew strongly in the polls, but it now has a furious rhetorical populist at its head, openly saying he will not respect the Constitutional Court.
Campaigns will likely be plagued by offensive speech, contributing to the erosion of democratic values and the integrity of the electoral process. The HDZ is still by far the strongest party, but people are increasingly dissatisfied with the direction of the government and the constant corruption scandals. With Milanović’s entry into the race, the election result has become uncertain.
What are the main challenges for civil society?
Croatian civil society organisations (CSOs) operate in a context marked by a backsliding in liberal democracy, with attacks on activists, the media and independent experts, and challenges to the rule of law. Civic space has significantly contracted, and CSOs face administrative burdens, financial constraints, overwork and underpayment. As a result, many organisations are retreating from the public sphere, decreasing their engagement and doubting if they should continue to question thosein power.
Moreover, changes in 2020 to theCouncil for Civil Society Development reduced the participation of CSOs in decision-making processes, undermining the legitimacy of the body and leading to the government outvoting CSOs and completely dominating law-drafting working groups. We have warned the public and the European Commission (EC) about token CSOs being used to shape anti-corruption laws. Instead of consulting widely with civil society, the government includes these CSOs that have been established to support its agenda rather than promote the public interest.
In this challenging environment, Gong is set on remaining an active democratic watchdog,using a range of strategies to achieve social impact and foster positive change. These include analysis, research, proposing democratic innovations, advocacy, education, networking and collaboration with diverse stakeholders, including the academic community, civil society, media, politicians, government institutions and society in general.
A recent successful advocacy effort involved the EC unveiling new guidelines for the participation of its members in elections. This initiative was prompted by Gong’sreport on EC President Ursula Von Der Leyen’s involvement in a pre-election campaign video for the HDZ. Gong raised this issue with both the EC and the European Ombudsman during Croatia’s 2020 parliamentary election.
For doing this work, we are constantly targeted with defamation campaigns by politicians, particularly those in power. This raises concerns for our safety and must immediately stop.

EGYPT: ‘There's been severe deterioration in the rule of law & respect for human rights’
CIVICUS speaks about recent protests in Egypt and their repression with a woman activist and protester who, for security reasons, asked to remain anonymous. The space for civil society in Egypt is severely restricted: laws limit legitimate civil society activities and detention and intimidation are routinely used to silence human rights defenders and journalists. The protests that took place in September 2019 resulted in mass arrests and the criminalisation of protesters.
What were the main drivers of the September 2019 protests in Egypt?
The trigger for the September 2019 protests came in the form of a series of viral videos shared by the Egyptian actor and construction contractor Mohamed Ali, in which he accused the authorities and the armed forces of corruption and the squandering of public funds. While President Abdul Fattah El-Sisi ultimately addressed the videos in some form, more videos by Ali and others followed; a broader conversation on the role of the military in Egypt’s economy also ensued.
On 20 September, and partly in response to Ali’s call for demonstrations against Sisi, hundreds took to the streets in the capital, Cairo, and Alexandria, Suez and other cities. As part of this wave of demonstrations, more protests took place on 20, 21 and 27 September. They occurred within a broader context in which many Egyptian citizens were also bearing the brunt of austerity measures and subsidy cuts and were increasingly affected by an escalating crackdown targeting independent, peaceful expression.
What was the response of the government to the protests?
Immediately following the protests and for days afterwards, the Egyptian authorities carried out a widespread arrest campaign that not only targeted people who were present at the demonstrations, but also lawyers, political activists and advocates more broadly. Local civil society organisations (CSOs) estimate that at least 3,763 people were arrested. Many of these people were ordered into pretrial detention in cases involving alleged charges of belonging to a terrorist organisation and spreading false news; a number of them remain in detention.
In the wake of the protests, Netblocks reported restricted use around Facebook Messenger, BBC News and social media CDN (content delivery network) servers. In Cairo, the authorities blocked some roads and temporarily closed some metro stops, particularly those close to Tahrir Square.
What has been the state of democracy and human rights in Egypt under the current regime?
Increasingly since 2013, there has been a severe deterioration in the rule of law and respect for human rights in Egypt. Authorities are using the law to consolidate authoritarianism. This is reflected in new legislation that restricts rights and re-writes the relationship between civilians and the state; the prosecution of peaceful advocates using overly broad anti-terrorism legislation; and the introduction of amendments to the constitution allowing executive influence and interference in the functioning of what are meant to be independent state institutions, including the judiciary and the prosecution.
The use of extended pretrial detention periods as a punitive measure, the sentencing of individuals in mass trials, and a spike in death penalty sentences continue to take place. Detention conditions remain poor; instances of torture and deaths in detention as a result of inadequate access to medical care abound.
The situation of minorities leaves much to be desired. Though the authorities passed a Church Construction Law in 2016 and built the region’s largest church in the New Administrative Capital, Egypt’s Christian minority population continues to suffer from sectarianism, finds it difficult to access justice amid reconciliation sessions that favour the majority faith, and often faces obstacles in building and licensing churches in the areas in which they actually reside. While the state has made some initial attempt to compensate the ethnic Nubian minority, their constitutionally recognised right to return to their ancestral lands remains unfulfilled.
Although Egypt is performing better on a number of economic indicators, austerity policies and subsidy cuts have impacted on the economic and social rights of particularly marginalised civilians, affecting key issues such as housing, education, health and work.
How has the new NGO law impacted on the freedom of association?
In August 2019, Egypt’s new NGO Law went into effect. However, its implementing regulations have not yet been issued, which is making it difficult to understand the degree to which the law is in force – and if it is not, which law and implementing regulations are – and to assess the implementation of the law and its impact on civil society. According to the law, implementing regulations were required to be issued within six months, but this deadline passed in February 2019. Media reports suggest however that the regulations are now expected to be issued in mid-March 2020.
Egypt’s 2019 NGO Law does away with penalties involving jail time, as well as the National Agency to Regulate the Work of Foreign NGOs, a security and intelligence-heavy body created by the 2017 NGO Law to approve and monitor foreign funding. However, the law furthers significant restrictions on the activities of CSOs, places bureaucratic constraints on registration and creates expansive oversight and monitoring authority for government actors.
While it may be early to report on the precise impact of the new law, there is no doubt that its passing has already contributed to some self-censorship, as CSOs have reported being uncertain regarding what legal schemes govern their work and have also raised concern about the law’s broad restrictions. The law was passed in an environment characterised by travel bans, asset freezes and the prosecution and arrest of members of civil society. These trends are only expected to continue. It is important to note that the NGO Law is not the only piece of legislation governing civil society: the media law, the cybercrime law, the counter-terrorism law and the Penal Code are all examples of laws that contain provisions potentially implicating associational activity as well.
At this point, what can international civil society do to support civil society in Egypt?
In some cases in the past, the Egyptian authorities have targeted CSOs engaging with international civil society and subjected them to various forms of reprisal. At other times, international connectivity, collaboration and work with networks has been a form of protection for Egyptian civil society. Accordingly, some organisations are able, willing, or well-positioned to engage with international civil society, while others may not be; this often ends up being a very contextualised and determined on a case-by-case basis.
In cases in which international support can be of benefit to a particular Egyptian CSO, there are a number of clear needs: the creation of long-term and technical training opportunities and resources; systematic network building to expand access to decision-makers; and the provision of in-kind and financial support. Together, this programming has the potential to amplify the voices of, strengthen and provide protection for domestic CSOs that can often be under-resourced, cut off from the international community and subjected to government restriction.

ERITREA: ‘When the government reacts to our work, we know what we do is making an impact’
CIVICUS speaks with about civil society work in Eritrea’s context of closed civic space with Helen Kidan, chairperson of the Eritrean Movement for Democracy and Human Rights (EMDHR).
Founded in 2003 and based in South Africa, EMDHR is a civil society organisation (CSO) that raises awareness about the lack of civil and democratic freedoms and promotes the rule of law, human rights and democracy in Eritrea.
What’s the situation for civil society in Eritrea?
Eritrea has never truly implemented its 1997 Constitution and until Eritrea it is run by the rule of law, human rights abuses will continue with no recourse to justice. This includes completely closed civil society space, with no semblance of rights of association, assembly and expression.
Since Proclamation No. 145 of 2005 went into effect nearly two decades ago, there has been no independent civil society in Eritrea. According to this law, the only way CSOs can implement programmes is in partnership with government agencies, which restrict the areas, themes and focus of the projects that can be implemented. There are obviously very few CSOs present and active in Eritrea.
The only way to start creating any space for independent CSOs in Eritrea would be to have Proclamation 145/2005 revoked.
What is EMDHR doing to try to improve the situation?
EMDHR advocates against the ongoing human rights abuses in Eritrea as well as for the rights of Eritrean refugees in the diaspora. Our mission is to promote and defend human right values as established in international legal instruments and advance democratic change, rule of law and constitutionalism in Eritrea, with the ultimate aim of building a society in which people exercise their basic rights and live in peace, dignity and prosperity.
We provide training, sustain networks and produce and disseminate information to create awareness of the situation of Eritreans. We have made several presentations at the United Nations (UN) Human Rights Council in Geneva, and in July 2022 we made a presentation at the UN in New York.
We are currently working with African CSOs to bring the ongoing crisis in Eritrea to the African level and get support for Eritrean refugees. We have also commissioned a report on the state of Eritrean CSOs that makes recommendations to the international community.
In early September 2023 we co-organised the Africa Civil Society Organisations Summit held in Arusha, Tanzania. Through a joint project with Africa Monitors, Eritrean Satellite Television and Eritrean Diaspora for East Africa, a CSO based in Kenya, we have provided training to Eritrean human rights activists, including on digital activism, and created a space for Eritrean CSOs and activists to be able to work together.
In 2019 we provided in-person training in a workshop held in Uganda. In 2017 we co-organised a conference in Brussels on the ongoing Eritrean refugee crisis, with which we tried to elicit a reaction from members of the European Parliament, commissioners and CSOs from across Europe. And in 2015 we campaigned and got asylum for Eritrean footballers in Botswana.
What’s it like to be a diaspora activist? How do you connect with activists within Eritrea?
It’s extremely frustrating because it makes our work less effective. Connecting with people inside Eritrea is very hard as internet penetration in Eritrea is only two per cent. The government basically controls all media: all independent media ceased to exist in 2001. This is why most information is brought to us by people who have recently left the country. But while the work is challenging, it is still possible to get information. And when the government reacts to our work, we know what we do is making an impact.
A lot of funders provide funds to African organisations only when they operate in their home country. The fact that we are not able to operate inside Eritrea means we also suffer financially and hence a lot of Eritrean CSOs are forced to sustain themselves on the basis of voluntary work.
Additionally, the work remains emotionally and psychologically draining, as many Eritrean activists in the diaspora are threatened with harm to family members still living in Eritrea for speaking out against the regime back home.
As Eritrean human rights defenders, even if you are operating outside the country, the government will always discredit your work. All those that don’t agree with them are seen as traitors. The government uses social media as a means of trolling and tries to attack websites and other social media channels.
What sparked recent protests by Eritrean refugees in Israel, and how has the Israeli government responded?
Those protests appeared to have been organised by a new group called Brigade N’Hamedu, which is trying to overthrow the regime. Their members hold demonstrations across the world, and they particularly attack the festivals that the regime holds abroad, which they view as a means of raising funds for the regime and spreading its propaganda. They are tired of government interference and intimidate Eritreans who have left their country but still support the Eritrean government. They want all Eritreans who claim asylum but express support for the Eritrean government to have their asylum revoked.
This is a movement of young Eritreans but a lot of veterans and older members of the community support them, as they see them as the most plausible means of removing the regime. Although they have succeeded in mobilising Eritreans, however, there seems to be no clear strategy and this could be a stumbling block. They are very unlikely to succeed.
In response to these protests, and using their unprecedented violence as an excuse, Israeli Prime Minister Benjamin Netanyahu said that he wants all Eritreans removed from Israel. The predicament of Eritreans in Israel was already dire, but this has now opened the doors for the far-right government in Israel to deport all Eritreans. However, the UN, Israeli human rights groups and other human rights groups outside Israel are asking that genuine refugees whose lives are at risk not be deported to Eritrea.

Report of Special Rapporteur on Eritrea shows a deepening human rights crisis

CIVICUS and the Eritrean Movement for Democracy and Human Rights welcome the work of the Special Rapporteur and his latest report.
Despite its re-election for a second term as a Member of the Human Rights Council, the situation of human rights in Eritrea remains of the utmost concern.
The civic space is closed, with no free and independent press, and at least 16 journalists have remained in detention without trial for about two decades. There is a culture of impunity for the perpetrators of human rights violations and abuses, including arbitrary and incommunicado detention; inhumane and degrading treatment of Eritreans through torture, forced labour and sexual violence; religious and ethnic minority oppression; denials of the rights of free expression and peaceful assembly, and escalating conscription of youth in the national army compounded by increasing militarisation of the country. The Special Rapporteur identified benchmarks for human rights progress in 2019 to address these concerns, but the government has so far refused to engage on their basis.
Eritrea’s continued lack of cooperation with Council mechanisms as well as other UN agencies undermine the implementation of their activities and programmes. We urge the UN Human Rights Council to renew the mandate of the Special Rapporteur through a resolution which reflects the gravity of the situation and enshrines the benchmarks for progress.
We further call on the government of Eritrea to fully cooperate and allow access to UN Human Rights Council mechanisms.

UN Human Rights Council should renew the mandate of the Commission of Inquiry on Burundi
Statement at the 48th Session of the UN Human Rights Council

Thank you, Madame President.
CIVICUS and independent Burundian civil society organisations welcome the work of the UN Commission of Inquiry (CoI) on Burundi, and its comprehensive report on situation of human rights in the country, which provides critical oversight. We urge the UN Human Rights Council to ensure continued scrutiny of Burundi through the renewal of this mandate.
There has been no improvement in the human rights situation in Burundi since the 2020 change in government. Civic space remains closed, with independent and critical voices, including civil society organisations and human rights defenders targeted. Lawyer Tony Germain Nkina, was sentenced to five years in prison as recently as June 2021. Several media outlets are still unable to operate due to restrictions. Many civil society activists and independent journalists remain in exile, while those in Burundi continue to face intimidation, detention, or trials on trumped up charges.
Armed clashes between members of the security forces, sometimes supported by the Imbnerakure, and members of armed groups, continue with increased attacks on civilians.
In light of this, we reiterate our calls on the Council to renew the CoI’s mandate to ensure continued monitoring and documentation of the human rights situation. We call on the government of Burundi to fully implement the 2020 electoral and presidential promises on improving the human rights situation in the country.
