Background
The UN Universal Periodic Review (UPR) is the principal international mechanism to facilitate the examination of a country’s human rights record every five years.
Consultations before and after engaging with the UPR provide a valuable opportunity for civil society to come together to discuss effective strategies for the process. They can also create a space for civil society to collectively discuss potential strategies to influence and monitor the implementation of UPR recommendations.
What’s in the tool
Toolkit 1: Pre-UPR consultations:
A collection of possible activities civil society can consider undertaking during pre-UPR consultations, including:
- creating a civil society UPR coalition;
- developing joint civil society UPR submissions;
- engaging with the government;
- Reaching out to the international community;
- raising awareness about the UPR; and
- following up at the UN Human Rights Council.
Toolkit 2: Post-UPR consultations:
Specific actions civil society groups can pursue during post-UPR consultations including:
- encouraging State acceptance of recommendations;
- disseminating of the UPR outcome;
- developing a civil society outcome charter;
- following up with the national government;
- engaging with the international community; and
- continued joint monitoring of UPR recommendations.
