  • ‘Address the voice of the 99%’: Rio+20 interview with Jaehyun Jang, Programme Specialist, Reshaping Development Institute, Republic of Korea

    Jaehyun Jang is a Programme Specialist and Researcher at the Reshaping Development Institute (ReDI) in the Republic of Korea. ReDI is an independent think tank in the field of international development cooperation that aims to promote global development, study and research, and policy for the advancement of global knowledge cooperation. Here he tells us about his pessimism about the official Rio+20 process versus his hope in the People’s Summit, and the dangers in the current promotion of green growth and the green economy.

    What are your hopes and aspirations for Rio+20?

    I don’t have much expectation and hope for the forthcoming Rio+20. This is due to the fact that the main agenda of Rio+20 looks ‘zero ambitious’ compared to the original Rio summit, considering the seriousness and urgency of the multiple crises we and the earth face at the moment. By looking at the recent Rio+20 negotiations on the zero draft, it also seems that the recent failures in the UN climate change negotiations, caused by a growing tension between developed and major emerging developing economies, will lead the Rio+20 into another failure.

    Cristina Diez Saguillo has been a member of the International Movement ATD Fourth World's full-time volunteer corps since 2003. Prior to that she worked in the financial sector as a fund administrator and worked in grassroots projects with children and young people in poverty in disadvantaged urban areas of Spain. In 2010 she became the main representative of the organisation to the United Nations.

    What issues is ATD Fourth World bringing to Rio+20?

    The main issues we’re bringing to Rio+20 are human rights and the participation of all stakeholders, with special attention to those most affected by extreme poverty and exclusion.

    The conference should contribute to building a new sustainable development framework and the outcomes should be based on internationally agreed upon human rights principles and standards. The work of the UN Human Rights Council in developing Guiding Principles on Extreme Poverty and Human Rights provides a useful reference point in developing a human-rights based approach to sustainable development and poverty eradication. A rights-based approach will ensure the following:

    Nyaradzayi Gumbonzvanda is the General Secretary of the World YWCA, a global federation in 125 countries, and a human rights lawyer with extensive experience in CSO governance and transition management. She is also the Vice Chair of CIVICUS. She is active in trying to ensure that young women are able to help shape the future sustainable development agenda, and that the women's human rights impacts of climate change and sustainability challenges are taken into account.     How is the World YWCA planning to advance women's issues, and participation at Rio+20?

    The World YWCA will have a small delegation of YWCA representatives at Rio+20 with two clear goals – to ensure young people, and particularly young women, play a role in shaping the sustainable development agenda, and to ensure the agenda coming out of Rio+20 is inextricably linked with advancing gender equality and women's human rights. It is also essential that commitments are adequately resourced and that we continue to strengthen accountability mechanisms.

While there are mixed views in civil society about whether the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change are ambitious enough, almost everyone agrees that civil society needs to play an active role in keeping the spotlight on these commitments, working on implementation, and holding our leaders to account for the promises they have made.

    To help in these efforts, the Action for Sustainable Development Platform has been established to identify, empower and mobilise the relevant sub-sectors of civil society to implement and monitor the global commitments. The international platform is composed of the four following workstreams:

    What is the World Future Council's proposal for Ombudspersons for Future Generations?

    The World Future Council is proposing an Ombudsperson or High Commissioner for Future Generations under the second theme of Rio+20, 'Institutional Framework for Sustainable Development'.

    The World Future Council is an organisation that endeavours to bring the interests of future generations to the centre of policy-making. We identify existing innovative future-just policies and advise policy-makers on how best to implement these.

    Dr. Changyong Rhee, Asian Development BankDr. Changyong Rhee is the Chief Economics and spokesperson on economic forecasts, trends at the Asian Development Bank (ADB). He has over 20 years of professional experience in government and academia and served as the Secretary General of the Presidential Committee for the G- 20 Summit where he played a role in shaping and advancing the agenda for the 2010 G- 20 Seoul Summit. In previous years, Dr. Rhee also served as Vice Chairman of the Financial Services Commission of the Republic of Korea and played an instrumental role in developing strategic policy responses to the 2008 global economic crisis. In the private sector, Dr. Rhee advised the Shinhan Bank and Woori Investment and was also the director of the financial market think tank, the Korea Fixed Income Research Institute. He holds a Ph.D. in Economics from Harvard University.

    How have the Asian and Pacific regions changed since the introduction of the Millennium Development Goals (MDGs) framework in 2000?

    Asia has been experiencing fast growth, contributing to the shift of global gravity to the region. The GDP growth rate of 8.3% averaged over 2000-2011 is faster than any other region in the world and has helped lift almost 300 million Asians out of extreme poverty.

    Felix Dodds Felix Dodds is an independent consultant focusing on stakeholder engagement in the sustainable development process. He is also a current Associate Fellow at the Tellus Institute. Prior to these roles, he served as Executive Director of the Stakeholder Forum for a Sustainable Future and has been active at the UN since 1990, having attended a myriad of World Summits. He has also participated in all UN Commissions for Sustainable Development and UNEP Governing Councils; and has chaired the 64th UN DPI NGO Conference on Sustainable Development. Additionally, he is a member of a number of advisory boards such as the Great Transition.

    1. How have the Millennium Development Goals (MDGs) assisted in creating an environment conducive to the actions of civil society since its inception in 2000?

    It should be remembered that unlike Agenda 21 there was little stakeholder involvement in the development of the MDGs. They by and large came from the Development Assistance Committee of the Organisation for Economic Co-operation and Development (DAC OECD) targets so there was considerable opposition by stakeholders to the MDGs to begin with. From the sustainable development world, who had mostly bypassed the MDG Summit to focus on the World Summit on Sustainable Development, there was little in MDG7 to be happy with. MDG7 was slightly strengthened by the addition of a sanitation target. It is clear in the years since 2000 that development funding refocused around the MDGs and climate change and therefore so did much stakeholder involvement and actions.

    HENRI: What are your hopes and aspirations for Rio+20?

    NIKHIL: My hopes and aspirations for Rio+20 are very high. First, I think it's going to be a very important convening of over 60,000 game-changers and people who have a deep impact on national policy. Representatives of civil society bring expertise in a wide range of areas, so it's not only a political governmental conference, but the ability to convene the largest UN conference in history, and the communities we will bring together at Rio will produce not one outcome which everyone focuses on - the political outcome - but thousands of outcomes, which bring together different communities of expertise, which has the potential for nurturing and brokering new partnerships. It has the potential of civil society engaging with different civil society from different parts of the world, so it's a mammoth assembly of people, and people forget that sometimes. So my hope is that in both the political outcome and in these other outcomes that I talk about that we will get real traction for the "future we want".

    HENRI: In your opinion, what are the major challenges that the UN or member states are facing in establishing a concrete or ambitious outcome agreement? I know the problem on the Zero Draft and the negotiations that are happening. What are, for you, the main challenges?

    NIKHIL: I think we are living in very difficult times. To start, news from all around the world is not good. The politics are kind of shot up globally, the economics are shot up globally, and people see only dark clouds in the global political, social and economic situation, so we are meeting in very difficult times, and meeting at such times, people wonder that groups will renege from the promises of the past, because the difficult situations mean difficulties for example, in financial resources. It means difficulties in various other commitments that have been made over the last twenty years, so the major worry is that other groups and countries might step back from their promises that will reduce the trust and the confidence and as a result people will not engage honestly and openly to solve the problems that we are out to solve. So my major worry is that the politics of the current times that we are living through will constrain significant progress.

  • GLOBAL CAMPAIGN: ‘The future of work requires a shift away from a focus on time’

    Hazel GaviganCIVICUS speaks about the proposal for a four-day working week with Hazel Gavigan, Global Campaigns and Activation Officer of 4 Day Week Global.

    4 Day Week Global is a civil society organisation (CSO) that advocates for a move towards a four-day working week to improve both workplace productivity and the wellbeing of employees.

    How would the proposed four-day week work, and why do you advocate for it?

    At 4 Day Week Global, it’s our ambition to make a four-day week the new default and reduced working time the new standard. The four-day week that we advocate for is very much a flexible model, not a rigid, ‘one-size-fits-all approach’ and is based on the general principle of the 100:80:100™ model – 100 per cent of the pay, for 80 per cent of the time and, crucially, in exchange for 100 per cent of the productivity or output.

    The disruption to societal and workplace norms by the COVID-19 pandemic has illustrated the potential for very different models of work, for both workers and employers, and reinforced the need to rethink old, established patterns. We believe the future of work requires a shift away from a focus on time, as this is not an effective way to measure people’s contributions at work. Instead, we need to focus on measuring and rewarding collective outputs.

    The four-day week we are campaigning for has countless cross-society benefits in terms of gender equality, sustainability and general improvements to health and happiness. Where implemented, it allows for better distribution of caring responsibilities, as reduced working time enables men to carry out a greater portion of labour within the home. This, in turn, helps remove barriers to women achieving senior positions in work, taking on leadership roles and pursuing training opportunities.

    Research also suggests that moving to a four-day week will reduce carbon emissions by around a fifth, by cutting back on commuting time and energy use in buildings. In her recent TED talk, one of our research partners, Professor Juliet Schor, also makes the point that when people are time-stressed, they tend to choose faster and more polluting modes of travel and daily life activities. Whereas when we get time rather than money, we tend to have a lower carbon footprint.

    And crucially, with an extra free day in the week, workers report feeling happier and less stressed and are more productive. This alone is an excellent outcome, but it also has a positive impact on businesses. Employers find that productivity is maintained, or in some cases, increased and they also have less costs associated with employee sick leave due to stress and burnout, and recruitment and retraining, as workers are satisfied in their jobs and less likely to leave for elsewhere.

    How are you advocating for the four-day week?

    Previously, we established national campaigns to generate interest and conversation in a country and then built on that to run a pilot programme there. However, the pandemic has turbocharged an organic momentum and now our pilot programme is the main driver of the campaign.

    Up to now, most case studies on the four-day work week were conducted at an individual company level, with a few exceptions, such as Iceland. The purpose of our pilot programmes is to demonstrate that the positive outcomes achieved by individual businesses we’ve observed can be replicated on a much broader scale in a variety of countries and industries.

    If we can prove the positive impact of reduced-hour, productivity-focused working on business outcomes, employee wellbeing and society in general, those results will be the driver of change that will get more and more big corporations and governments interested.

    So currently, the data and evidence our pilots produce is central to our approach in influencing the policy agenda.

    4 Day Week Global is currently running coordinated six-month trials of the four-day working week in Australia, Canada, Ireland, New Zealand, the UK and the USA, with numerous others planned in the coming months.

    As part of this, we have developed a package of support for employers who agree to participate in the pilot, which provides those organisations with access to the expertise, tools and resources they need to run a smooth and successful trial.

    We offer a specialised training programme, designed and delivered by companies who already operate a four-day week. Companies receive mentorship and advice from a panel of experts and business leaders from around the world. There are networking opportunities with other companies participating in the trial and participants get access to world-class academic research and expert analysis.

    Leading scholars work with each participating company to define and establish their research baseline and relevant productivity metrics for the trial. The economic, social and ecological impact of the four-day week is also monitored throughout, assessing productivity, employee wellbeing and gender and environmental impacts, both through direct carbon emissions and indirect behavioural changes. Ultimately, the key to success is recognising that time invested in work actually matters less than the results produced.

    We also have hundreds of advocates who volunteer to help grow the movement, offering everything from starting a national campaign for a four-day week in their own country to simply sharing some content on social media. It’s through this network that we can sustain and expand our level of growth, so if anyone reading this article would like to join the cause, they can sign up here.

    How did you win support for the four-day work week trial currently happening in the UK? What do you hope to get out of it?

    There’s a 4 Day Week Campaign in the UK which has been active for a number of years and quite high profile in terms of commissioning research and engaging in debate in the public square. So that definitely played a role in priming the audience and generating interest and support for the trial that recently launched.

    This is also an idea whose time has come and the support seen for the four-day week in the UK is largely down to an exponential growth in the conversation about how we work.

    Business leaders are drawn to this for recruitment and competition purposes in the midst of the ‘great resignation’ – a time when many people are looking to switch jobs. Managers are more open-minded because they were forced to trust their workers during the pandemic and figure out how to measure actual output as opposed to how long employees were spending in the office. And workers now see that a four-day week is possible in a way that they previously didn’t.

    What kind of challenges have you faced?

    The biggest challenge is convincing business leaders that the four-day week can work for them. Many people like the concept but argue that it wouldn’t be possible in their organisation. However, almost all companies that move to a four-day week do three big things: radically shorten and reform meetings, use technology more thoughtfully and mindfully, and redesign the workday to build in distinct periods for focused work, meetings and social time.

    Studies show that the average worker loses between two and three hours each day to useless meetings, poor technology implementation and just plain old distraction. So, the four-day week is actually already here; we just can’t see it because it’s buried underneath these old and thoughtless practices.

    Sometimes when companies do commit to trialling a four-day week, they overthink it in the preparatory phase and try to come up with a solution to every potential problem, which is of course impossible. So, our advice in that situation is to trust your workers to solve issues as they arise. That’s what a trial is all about.

    Are you receiving support from other CSOs?

    Yes, we are. One good example of this is the 4 Day Week Ireland campaign, where a coalition of trade unions, businesses, environmentalists, women’s rights groups, other CSOs, academics and health practitioners all joined forces with 4 Day Week Global to start a national conversation about the widespread benefits of reduced-hour, productivity-focused working.

    The results of this saw widespread media coverage on the issue which, in turn, primed the public for the launch of the Irish four-day week pilot programme, which got underway earlier this year. The coalition was also afforded the opportunity to present to key political stakeholders in an enterprise, trade and employment context, the outcome of which resulted in a government-sponsored research tender seeking to better understand the social, economic and environmental implications of reduced working time.

    We’ve had great success up to this point with the rollout of our international pilot programmes. However, in order to secure widespread change, there are four areas which feed into the overall success of the movement: labour market competition, public demand, collective bargaining and government intervention. All four of these players have different degrees of influence depending on the sector, but we need collaboration from all parties if we’re to see a broad implementation of the shorter working week.

  • GLOBAL GOVERNANCE: ‘A system that embraces diversity and inclusion is more legitimate’

    MarcLimon.pngCIVICUS speaks with Marc Limon, Executive Director of the Universal Rights Group and former diplomat at the United Nations (UN) Human Rights Council, about the deficits of the global governance system and proposals for reform.

    Based in Geneva, Switzerland, theUniversal Rights Group is the only think tank in the world that focuses exclusively on global human rights policy.

     

    What are the main challenges with the global governance system, and what are the Universal Rights Group’s proposals to tackle them?

    A primary deficit in the global governance system is the inadequate representation of developing countries, particularly those in the global south. Despite the majority of UN member states being developing nations, there is a prevalent feeling that their needs and views are not being considered. Many feel that the system has been shaped by western powers to serve their own interests, further contributing to this perceived lack of inclusivity.

    To foster greater inclusivity, the UN Human Rights Council has established a Trust Fund to encourage participation in its sessions by developing countries, particularly from small island developing states and least developed countries. These are countries that don’t have missions in Geneva and may have never attended a Council session in the past. Thanks to economic support granted by this fund, officials from these countries can travel to Geneva and participate in the Council’s sessions.

    The Universal Rights Group supports this initiative by helping these countries with capacity development, facilitating their participation in Council meetings and eventually encouraging them to establish a mission in Geneva or consider running for a Council seat. By doing so, we aim to contribute to creating a more inclusive system, ensuring that developing countries are involved to the decision-making process.

    What would a more robust, effective, and democratic global governance system look like?

    For the global governance system to be more robust, effective and democratic, the three UN pillars – security, development and human rights – should have equal importance. Today, a lot of emphasis and funding are placed on the security and development pillars, while the human rights pillar is underfunded and under-resourced. While the UN Security Council and the UN Economic and Social Council are primary UN bodies, the Council remains a subsidiary one.

    Participation by developing countries should be increased across all three pillars as well as in other international organisations such as the International Monetary Fund and the World Bank. This would create ownership among developing nations. But this would require, for instance, Security Council reform. Its current configuration, with its five permanent members reflecting post-Second World War power relations, is outdated, as seen in the exclusion of powerful developing countries such as Brazil and South Africa.

    The call for diversity and inclusion extends beyond structural reforms to staffing of UN agencies. At the Office of the Higher Commissioner of Human Rights, for instance, half of staff are from western states, with Africa and Asia greatly underrepresented. It would require concerted efforts to address this kind of imbalance.

    What benefits do you anticipate from a more diverse and inclusive system?

    A system that embraces diversity and inclusion is more legitimate. If developing states are actively involved in the decision-making process, they are less likely to perceive that the system is imposing decisions on them.

    Further, a diverse and inclusive system ensures that the topics discussed are more relevant. By considering a broader range of perspectives, the agenda becomes more responsive to the diverse needs of countries worldwide, making the system more attuned to the realities and challenges faced by a varied international community.

    The bottom line is that inclusion and diversity contribute to a more effective system. Developing countries are more likely to accept and value UN recommendations, particularly on issues such as human rights, when they perceive an equal stake in the system. Having their nationals involved in different UN human rights mechanisms reinforces this sense of equality, making recommendations more credible and impactful. Particularly when it comes to human rights, it is crucial to involve victims and human rights defenders. This is the area of focus of the Universal Rights Group.

    How does the Universal Rights Group involve victims and human rights defenders?

    First, we focus on empowering environmental human rights defenders who are at the forefront of environmental struggles. Rather than relying solely on international environmental law and governmental actions, we recognise the crucial role of individuals and local communities who work tirelessly to protect their environment and advocate against greenhouse gas emissions. We believe that the most effective way to protect the environment is to protect those who protect it.

    We also advocate for victims who seek accountability when states engage in gross and systematic human rights violations. International efforts are often focused on public shaming – on denouncing the actions of these states. But we tend to forget the victims and their rightful claim to remedy and reparations. For this reason, the Universal Rights Group is working to shift the narrative by placing the lives and faces of the victims at the forefront of the Human Rights Council. We aim to have the rights of those affected by human rights abuses recognised and prioritised so that their needs for justice, remedy and reparations are addressed.

    What specific reforms are your organisation campaigning for?

    Our efforts are now focused on the UN General Assembly’s 2021-2026 Review, set to assess whether the Human Rights Council should remain a subsidiary body or become a main body of the UN. This offers a unique opportunity to strengthen the Council and its mechanisms.

    We have also contributed to the UN Development System reform, which places sustainable development at the heart of the UN’s work. Considering that over 90 per cent of targets of the Sustainable Development Goals are grounded in intensive human rights work, this reform integrates human rights into UN development programming. We believe that if countries make progress on human rights, they are, by extension and definition, making progress on sustainable development. That’s why we consider it crucial for the UN to integrate human rights into national-level UN development programming.

    What are the lessons of the Millennium Development Goals process? What has been their impact on aid and on decision making by national governments? This discussion paper seeks to inform the post-2015 debate by examining these questions. It argues that leverage over national governments and civil society involvement will increasingly eclipse leverage on aid as the determining factor of post-2015 success, and discusses how alternative international instruments can achieve such traction.   • Ivana Savić shares her thoughts on Youth participation in the Post-2015 Agenda

    Ivana SavicIvana Savic is a Policy Officer at Change Mob and Founder and Executive Director of the Centre for Human Rights and Development Studies. She serves as a board member to the Youth Advisory Group (YAG) at CIVICUS. Prior to these roles, she served as Junior Advisor at the Gender Equality Department to the Ombudsman of the Republic of Serbia. Since 2009 she served as the representative for the Child Rights Centre in Belgrade, Serbia, which was an Organizing Partner for the Major Group on Children and Youth at the Rio +20 Conference in Brazil last year.

    How have the Millennium Development Goals (MDGs) framework assisted in the development of youth organizations, capacities and livelihoods since its inception in 2000?
    MDGs have been important in advancing the livelihoods and capacities of young people, but also mobilizing young people to be involved in the implementation and progress reporting of the MDGs. However, Beyond 2015 goals should have at least one goal committed to youth and one committed to human development governance, particularly issues pertaining participation in decision making.

    What are some of the key issues facing youth throughout the world today, which should be prioritised in a Post-2015 Agenda?
    People all over the world, especially young people, are faced with increasing environmental degradation, human rights violations and economic crises and those issues should be prioritised in the Post-2015 Agenda. A clean, safe, healthy, adequate and sustainable environment is a prerequisite for life, survival and development. It also bares consequences for the fulfilment of human rights. Unfortunately, however, the environment is not an indefinite resource and its degradation negatively influences human health and life as well as the future and the lives of future generations. Furthermore, human rights, especially rights such as right to life, survival and development, right to adequate standard of living, right to health, right to work and social security, freedom from violence; and also the right to participation should be emphasised in the post MDGs agenda. It would be better to say that protection, fulfilment and advancement of human rights should be a foundation of the Post-2015 Development Agenda. After all, development goals could be perceived as efforts made toward fulfilling the vision of a just, peaceful and sustainable world.

    • In addition, there are worrying signs that COVID-19 emergency restrictions could be used as a smokescreen for a broader crackdown on dissent, which would undermine accountability for the 2030 Agenda.
    • Countries that appear to have done better are ones that have empathetic leaders who have been inclusive in their policy responses and have involved civil society in decision making.

    The SDG Knowledge Hub spoke with Mandeep Tiwana, Chief Programmes Officer at CIVICUS, about his assessment of responses to the COVID-19 pandemic and impacts on the 2030 Agenda. Mandeep highlights the persistence of “MDG mindsets” and an increase in censorship and surveillance. He also suggests five ways to build a better post-pandemic world.

  • PERU: ‘Environmental regulations were relaxed, when they should have been strengthened’

    Juan Carlos SueiroCIVICUS discusses the recent oil spill off the coast of Lima, Peru, with Juan Carlos Sueiro, Director of Fisheries at Oceana, the world’s largest international organisation dedicated to protecting and restoring the world’s oceans. Founded in 2001, Oceana focuses its work on restoring fisheries, promoting clean energy and establishing protected marine areas.

    Has anyone been held responsible for the oil spill off the coast of Lima?

    The oil spill, caused by the Spanish oil company Repsol, happened on 15 January 2022. Due to its magnitude and visibility, it was the worst ecological disaster in Peru’s recent history. It occurred in an artisanal fishing zone, with protected areas and important seasonal economic activity. It is the largest spill we have ever had.

    The spill happened because of the high tides caused by the eruption of the Tonga submarine volcano, which affected the process of unloading oil from a Repsol oil tanker to the La Pampilla refinery. The question is: how is it possible that the company only became aware of the magnitude of the spill the next day? The company’s negligence magnified the consequences of this spill.

    Unfortunately, we have seen little progress in terms of Repsol taking responsibility for recovering the ecosystem. Even the exact volume of oil spilled is not known with any certainty. The company’s reaction was very slow, which is worrying because the first 24 hours following this kind of accident are key, as the oil film becomes very thin and expands a lot. It was only almost 20 days later that more sophisticated equipment was brought in to address the problem.

    Overall there is not enough transparency. In this case, the contingency plan was not implemented. The activities currently underway are supposed to be the product of a plan, but neither the company’s commitments nor the contents of that plan have been made public. The area between Ancón and Chancay was heavily impacted on by the spill, and there is no bay there, only cliffs and water. It is visible how little has been done in the way of recovery.

    There is also little transparency in the investigation. It is still not clear whether Repsol has handed over the equipment that was underwater in order to investigate and determine what happened on the day of the spill.

    This lack of transparency is symptomatic of the way the Peruvian state operates. This is similar to what happened when the pandemic broke out and we ‘discovered’ that we had an absolutely precarious health system, which was clearly not up to the task. In this case, we have environmental structures, legislation and procedures on paper, but not in reality. The opacity of information is intended to hide this discrepancy.

    For us it is very clear: Repsol must publicly assume clearly defined responsibilities.

    What have been the environmental and economic impacts of the spill?

    There has been great environmental damage. The area affected by the spill includes several protected natural areas: the Ancón Reserved Zone, the Guaneras Islands and the Punta Salinas Reserved Zone. The spill has impacted on marine fauna, affecting animals such as sea lions, otters, penguins and birds. Many have been stained with oil and their lives are at risk. Oceana is currently surveying this damage, as well as the additional damage caused by the company’s delayed reaction.

    For communities in the area, the greatest concern is economic. These are mostly low-income people engaged in artisanal fishing. Beyond individual and immediate impacts – for example, for those who had invested in a seasonal business just before the spill – the consequences are collective and long-term. It is now impossible to fish in Ancón or Chancay, and it is difficult to know when it will be possible to do so, because oil has a much longer degradation time when it settles on the seabed. The fishermen and all the workers involved in processing and distribution logistics are also concerned about the variation in fish prices and the drop in demand.

    We have run a calculation of the economic worth of coastal fisheries in these places to give us an idea of the economic loss. We also believe that there is an important impact on tourist activity: for the nine million inhabitants of the capital, Lima, and the three million living a little further north, these beaches are the closest place to spend the summer, and the spill has cut short the summer season, which runs from January to April. We have already warned the local municipalities that they must estimate the damage caused to tourism.

    How has civil society responded?

    We have all reacted with concern and a great interest in helping others. We have seen many volunteers helping to clean up the beaches, as well as experts and academics contributing within their areas of expertise.

    However, volunteer work has limitations because in order to rescue marine wildlife from the damage caused by oil, certain procedures and products must be used to properly remove oil from an animal’s plumage or skin. Because of this, interest in helping usually does not translate into 100 per cent successful results.

    Moreover, as this is the first time we have faced a disaster of this magnitude, Peru does not have all the expertise it needs. There is post-disaster expertise and experience elsewhere; it is necessary to bring it in. It would also be important to deepen the discussion about the energy mix we have and how to change it by turning towards the renewable resources that are available to us.

    How can private companies be called to account and contribute to preventing future disasters?

    Lack of accountability is a longstanding concern for the communities in these areas, and the fact that their demands have been systematically ignored is a symptom of Peru’s strong centralism. Artisanal fishermen in the north have been warning about this situation for several years and there has been no meaningful response. Oil extraction in Peru dates back to the 19th century; Peru had the first oilwell in South America. In the 1950s and 1960s, offshore platforms were installed, which are at the root of the spills and leaks that fishers complain about. There are also complaints about what happens in the transportation process, which has much greater implications.

    This situation has encouraged civil society to prioritise the search for solutions. For almost a decade, environmental requirements have been reduced in Peru; it is necessary to walk back that path. Peru is engaged in fishing, mining and other activities for which regulations have been relaxed, when they should have been strengthened. The very low environmental capacity of the state and the poor response of companies to disasters clearly shows their inadequacy. Peru suffers from a major crisis of governance and respect for the rule of law. 

    The possibility of another spill is always present. It is necessary to minimise the likelihood of it happening, and to ensure that when it does, it has the least possible impact in terms of magnitude, frequency and consequences. To do this we have to start by not losing sight of who is responsible for this disaster and the consequences of their irresponsible action.
