From 2003 to 2006, the Civil Society Index was implemented in the Indian state of Orissa by the Centre for Youth and Social Development (CYSD). This implementation led to the publication of an analytical country report, presenting the results of the CSI initiative in the country.
Civil Society in Orissa: Rebuilding its Identity
Orissa has a very impressive civil society history of engaging citizens in areas of political and social concerns. Although CSOs are very active in this regard, there is room for improvement in the level of citizen participation. Limited human, financial and infrastructural resources place constraints on the structure dimension that has a skewed representation toward the dominant groups of society.
Over this implementation period, a relatively high score for the values dimension reflects a civil society that is generally balanced in regard to positive intrinsic principles. Although the environment is favourable, the low levels of impact offer new opportunities to improve upon workable strategies for the future.
