Terms of Reference for Planning & Monitoring and Evaluation Consultancy
1. Background
CIVICUS: World Alliance for Citizen Participation is an international alliance of members and partners which constitute an influential network of organisations at the local, national, regional and international levels. Founded in 1993, and headquartered in Johannesburg, South Africa, CIVICUS' mission is to strengthen citizen action and civil society throughout the world. In 2008, CIVICUS decided formally to establish an organisation-wide system capable of helping the organisation to plan well and to constantly track progress and reflect on its work at every stage. A draft of this organisation-wide system - the "Impact Planning and Learning Framework" - has been developed. The draft framework includes several guidelines and templates. . When fully operational, the Impact Planning and Learning Framework (IPLF) will serve as the overall policy guide and reference point on all planning, monitoring, evaluating, reporting and learning activities across all parts of CIVICUS.
2. Purpose and objectives of the consultancy The purpose of this consultancy (PME expert input) is to work closely with the Planning and Learning Manager to finalise the draft IPLF and to ensure its smooth roll out and implementation.
3. Scope of work Specific tasks include: a) Reviewing and validating the draft IPLF (including performance indicators, guidelines, and templates) already in place b) Developing and/or finalising guidelines and templates that are part of the Framework. c) Obtaining feedback and input from CIVICUS staff and other stakeholders on the revised framework d) Finalising the framework (including all required guidelines and templates, etc) based obtained feedback e) Providing targeted training to CIVICUS staff (at least 2 trainings) aimed at smooth roll out and implementation of the framework. f) Providing technical back up support to the Planning and Learning Manager as may be required
4. Timeframe The PME expert's input will be for 15 - 20 consultant days spread out between August and December 2010. A detailed Work Plan will be drawn by the Planning and Learning Manager and agreed with the consultant prior to commencement of the consultancy.

- Applicant's understanding/reaction to the TOR especially as regards the objectives of the consultancy, methodology, and the deliverables.
- Ideas on how the applicant will seek to incorporate use of technology in the IPLF, particularly in respect to Monitoring and Evaluation, Reporting and Learning components of the IPLF
- Proposed work plan/schedule of work (clearly indicating dates available in August, September, October, November and December to wok in this consultancy)
- Proposed budget (should include professional fee and estimate of logistics costs)
- Summary of updated CV
(c) Sample of previous similar work (Frameworks/systems) developed/facilitated for CSOs (if possible)
